WIB MEMBER BIOGRAPHIES

BRUCE ACKERMAN
Bruce is President and Chief Executive Officer of the Economic Alliance of the San Fernando Valley. He has an extensive background as an executive with Chambers of Commerce and Economic Development entities in the San Gabriel and San Fernando Valley. His experience includes two decades of heading up the Ackerman Group, a management consulting organization. He has attained the highest professional designation of "Certified Chamber Executive". He currently chairs the WIB Advocacy Committee, is a member of the Executive Committee, the Nominations/Membership Committee, and is a member of the Sector Advisory Committee. Bruce has been a member of the WIB since 2001.

HENRY D. ALCON
Henry formed American Contractor Services, Inc. (ACS) in the mid 1990's following his partnership in Corporate Build-Outs, Inc. He began his career as an apprentice union electrician in 1973 and worked his way up to managing large construction projects. He has been actively working on community boards such as the Latin Business Association (LBA) and Southern California Regional Purchasing Council, and the Boyle Heights College Institutes.

RICHARD BENBOW
Richard is General Manager of the Community Development Department (CDD) of the City of Los Angeles. He was previously the chief operating officer for the Los Angeles City Community Redevelopment Agency where he served for 30 years. He earned his Masters degree in Urban Affairs at St. Louis University following his Bachelor degree from Elmhurst College in Missouri. He has been very active in minority business programs and played a key role in the Mayor's Minority Business Opportunity Program under Mayor Riordan.

VICKI BITTLE
Vicki is the Director of Leadership Development in the Human Resources Department at Kaiser Permanente. She graduated from Bowling Green State University in Ohio and has held several key leadership positions at Kaiser since joining them in 1979, including seven years as Director, Human Resource Planning, and five years as Director, Compensation. Vicki has served on the WIB since 2000. She is currently a member of the Certification Committee.

ELISE BUIK
Elise was named President and Chief Executive Officer of the United Way of Greater Los Angeles in 2005. She has been with the United Way since 1990. She worked for seven years prior to the United Way with a medical software company as a marketing manager. She serves on the Board of Southern California Grant Makers. She managed the production of several United Way social reports: Tale of Two Cities, Latino Scorecard, and The State of Black in Los Angeles. She is a senior fellow at UCLA School of Public Affairs and is on the board for the USC School of Planning and Development. She also served on Mayor Villaragosa's transition team.

JOHN BYRNES
John is Senior Vice President and Chief Information Officer at California National Bank. After attaining his Bachelors degree at the Naval Academy, and his Masters degree at the U.S. Naval Postgraduate School in Monterey he attained the rank of Lieutenant Commander before completing his ten years with the Navy. He has subsequently held executive information technology positions in local defense and financial service companies before joining his current employer. He is a member of the Certification Committee and has been a key member of several ad-hoc committees on technology. He has been a Board member since 2000.

JOHN CLERX
John has been Associate Vice Chancellor of Instructional and Student Services at Los Angeles Community College District since 1995. Prior to this he has held several key positions at Los Angeles Valley College starting in 1979 including Dean of Academic Affairs. He has served on the LA County WIB, and the Youth Councils of the City and County WIBs. He earned his Bachelors and two Masters Degrees at Cal State Northridge.

DAVID CRIPPENS
David heads DLC and Associates. He has over 30 years in public broadcasting as a producer, writer, on air personality, program developer, station manager, and other key executive positions. Before retiring and establishing DLC and Associates he was Senior Vice President of the Education Division at KCET. He earned his Masters Degree from San Diego State University. David is Chair of the LA City WIB Youth Council.

WILLIAM DAHLMAN
Bill is President and CEO of the Employers Group, a human resources management association that represents almost 4,000 employers in California. He graduated from USC with Bachelors and MBA Degrees, and has held executive positions at Coca Cola, Arrowhead Water Company, and Suntory Water Group, where he was President and CEO. He later formed WRD & Associates, a firm specializing in marketing and management consulting. Bill has been a WIB member since 2000, and serves on the Certification Committee and the Nominations/Membership Committee.

MICHAEL DOLPHIN
Michael has been with the Employment Development Department, State of California since 1971. He is currently the EDD Job Service Division Chief with responsibility for Los Angeles and Ventura Counties. He has previously been responsible for the additional eight counties (San Luis Obispo, Santa Barbara, Ventura, Kern, Tulare, Kings, Inyo and Mono) of Central California. Michael attended Southern Illinois University and completed post-grad management and economic development studies at UCLA and Cal-Berkeley. He works extensively on workforce related issues with all Southern California WIBs. He is a member of the Executive Committee, the Youth Council, the Business Services and Marketing Committee, the Advocacy Committee and the Nominations/Membership Committee. He joined the WIB Board in 2003.

JOHN DONNER
John is Executive Director, Public Affairs at AT&T. He represents his company and its subsidiaries to Los Angeles City, and has responsibility for managing environmental and transportation policy issues for AT&T. After graduating from San Diego State he served for seven years as a reporter for the San Diego Union. He has been with AT&T since 1979, and represents his company on many community boards. He joined the WIB Board in 2001 and is a member of the Business Services and Marketing Committee, and Chairs the Nominations/Membership Committee.

AHMED ENANY
Ahmed is the President and CEO of the Southern California Biomedical Council (SCBC), an industry organization that promotes biomedical technology development in the Greater Los Angeles area. He earned his Bachelors and Masters Degrees at UCLA in Political Science, and did extensive PhD related work on urban and regional economic development before incorporating SCBC in 1995. Ahmed serves on the Business Services and Marketing Committee, the Training and Supportive Services Committee, and is a member of the Sector Advisory Committee. He joined the WIB Board in 2002.

DIANE FACTOR
Diane is Director of the HealthCare Workforce Development Program (HCWDP), a partnership between the Los Angeles County Department of Health Services and International Union Local 660. She has 30 years experience in labor and health education as an industrial hygienist and community development adjunct professor. She previously worked at the UCLA Labor Occupational Safety and Health program. She also has worked as a compliance officer for Cal/OSHA. She got her start in the labor movement as a school bus driver and member of the Teamsters. She has a Master of Science degree in Occupational and Environmental Health.

DAVID G. FLORES
David, who is currently Director of the Division of Alternative Education, joined the Los Angeles County Office of Education after completing his Bachelor of Arts. He has risen through the ranks as teacher, counselor, principal, and more recently as Director, Division of Alternative Education, and Interim Assistant Superintendent, Educational Programs. His Bachelors degree was earned at Cal State LA and his Masters of Science in Counselor Education at USC.

JOSEPH GARCIAROS
For the last four years Joe has been Area Director of Human Resources overseeing two large Sheraton properties with over 700 employees. Starting in February 2007, he will become Vice President of Corporate Human Resources for his current employer, the KOR Hotel Group. Prior to joining KOR, he held positions with Cardinal Health, Farmers Insurance in their IT Division, and Kaiser Permanente National Facilities Division. He attended Julliard School in New York City and USC.

DWAYNE A. GATHERS
Dwayne serves as Regional Manager for the Los Angeles Economic Development Corporation (LAEDC). Prior to joining the LAEDC, Dwayne developed an extensive background in international business development, trade and investment facilitation, and foreign affairs. He managed his own international trade development consulting practice, based in San Francisco. Dwayne began his professional career in finance, having completed the Management Training Program with Chemical Bank in New York City before going on to become a Corporate Banking Officer in the bank's Energy and Minerals Division.

He graduated from Dartmouth College (1984) with a degree in Government and Economics. He has been an active participant in a variety of community organizations, and currently serves as a member of the 9th Council District's Community Advisory Committee of the Community Redevelopment Agency of the City of Los Angeles

JOHN GRANT
John is Vice-President and In-House Counsel for United Food and Commercial Workers Local 770 (UFCW 770). He graduated from UC Santa Barbara with Phi Beta Kappa and Magna cum laude honors and as Student Body President. Following law school at Loyola, he was employed at Clougherty Packing Company and earned an advanced degree in Labor Studies at LA Trade Tech.

JACQUELYN HONORÉ
Jacquelyn is the Deputy Center Director, Career Development Division, at the Los Angeles Job Corps Center. She is responsible for the performance of five major program areas: Career Preparation, Career Management, Academic Education, Vocational Training, and Career Transition. During her 27 years with the Job Corps she has served on many National Job Corps task forces. She received her BA Degree from Cal State LA in Psychology.

JOHN HUGHES
John is President of Rhythm & Hues Studios, one of Hollywood's leading producers of computer-generated character animation and visual effects. Rhythm & Hues won an Academy Award® for Best Visual Effects for Babe in 1995, and is known internationally for the quality of its work. He serves on the Board of Directors of the California Alliance for Arts Education and on the Advisory Board of the Entertainment Economy Institute. John graduated from the University of Minnesota with a Masters Degree in Engineering and Bachelors degrees in Economics and Electrical Engineering.

SANTIAGO JACKSON, PhD
Santiago is Assistant Superintendent, Division of Adult and Career Education for Los Angeles Unified School District (LAUSD). After earning his Bachelors Degree at California State University at Los Angeles he joined LAUSD as a teacher at Jordon High School. He earned his Masters and Doctors Degrees while serving in a number of positions within LAUSD. Prior to his current position, Santiago was Assistant Superintendent, State Legislation for LAUSD.

BENETTA JOHNSON
Benetta is the Executive Director, Alameda Corridor Jobs Coalition (ACJC). Ms. Johnson serves on several boards, local and national, and educates organizations, local churches, and individuals on the Alameda Corridor Jobs Coalition/Training and Development Programs. She organizes community-based constituencies to support outreach, job training and placement programs to assist in social, economic, and physical revitalization of selected communities. She received her higher education at Los Angeles Southwest College and Cal State Dominguez Hills, Carson, CA. Benetta has been a WIB member since 2001, and is on the Policy and Oversight and Advocacy Committees.

DON JUE
Don is Senior Location Executive for IBM in LA County and is Director of Operations for IBM's Western Region. Don joined IBM in 1981 after receiving an S.B. Degree in Mechanical Engineering from MIT and an MBA from UCLA. He has held a number of technical and executive positions at IBM. His community activities include Board Memberships at LA Chamber of Commerce, LA Urban League, LA Sports Council, and UNITE-LA. He has been a WIB member since 2000, has facilitated several WIB planning sessions, is a member of the Policy and Oversight Committee, and has served on WIB ad-hoc technical committees.

DONG-WOO LEE, PhD
Dr. Lee has been associate Dean of the College of Business and Economics at Cal State LA since 2001 and is currently acting Dean during the search of a new Dean. He has been a very active alternate on the WIB for Dr. Timothy Haight, who was recently named President of Menlo College. Dong-Woo has been a member of the Policy and Oversight and Certification Committees for the WIB. He earned his Bachelors and Masters Degrees in Korea and his PhD in accounting at the University of Michigan. His most recent assignment was to lead the team preparing for the accreditation for the AACSB for the College of Business and Economics, which was a very successful effort. He is author and co-author of over 20 publications in the area of accounting and business management.

ART LOPEZ
Art is President and CEO of North American Security. Previously he was Chief of Police for the City of Oxnard, and before that a member of the LAPD since 1971. He rose to Deputy Chief in LAPD before becoming Chief in Oxnard. His broad experience includes long experience in training. He was commanding officer of the Training Division. He is a Board Member of the Salvation Army and a number of other community organizations. He received his B.S. from USC in Public Administration and his M.S. in Management at Cal Poly.

FRANK MIRAMONTES
Frank has worked for the last six years as a Labor Administrator for Department of Water and Power (DWP)/ Local 18 Joint Safety and Joint Training Institutes. He is also serving his fifth term as the President of the International Brotherhood of Electrical Workers, Local 18. He retired from DWP after 32 years service and has eight years experience as a trainer and training coordinator in Power Generation and four years as joint Labor/Management Administrator.

PATRICIA MITCHELL
Patricia is Executive Director of the Literacy Network of Greater Los Angeles. She was previously the Chief Operating Officer of the Los Angeles Philharmonic Association. She has also held key positions with the LA Opera (executive director), the San Francisco Opera, and Arts Development Associates, Inc. She graduated Magna Cum Laude and was a member of Phi Beta Kappa at Occidental College.

JACKIE MIZELL-BURT
Jackie is Regional Administrator for the Central County GAIN organization. She has been with Los Angeles County DPSS for 32 years. She was previously a manager for the GAIN Program Policy and Controls. She has worked with all the Workforce Investment Boards in the LA Basin, assisting in managing DOL contracts. She has also worked with most of the LA WorkSource Centers in managing DPSS contracts and partnerships with them.

ALCYONE MOORE
Alcyone is Director of Human Resources at USC Enrollment Services, where she has held several key management positions. Prior to joining USC in 1982 she was a recruitment coordinator at Pepperdine University. She received her education at West Los Angeles College, Pepperdine University and USC, where she majored in Business Administration and Legal Studies. She has served as Executive Director of Tailor-Made Careers and Referral Services. She has served as a volunteer job developer, consultant and resource to a variety of community service organizations. She has been on the WIB Board since 2001 and is a member of the Certification Committee.

KEVIN NORTON
Kevin is Organizer, Business Development and Political Coordinator for IBEW Local 21. He has worked as an apprentice, journeyman, and foreman in the electrical construction industry. He is a graduate of Vocational High School and the IBEW/NECA apprenticeship program. He has occupational education credits from the University of Massachusetts, Boston, and is working toward his degree at the National Labor College.

RUTH LOPEZ NOVODOR
Ms. Novodor has been CEO for Beverly Oncology and Imaging Medical Group, Inc. since 1980. She held a two-term chairmanship of the Latin Business Association (LBA). She served as a delegate to the White House on Small Business Administration and has served on the Boards of numerous Hispanic and women's business and health organizations in the community. She is currently Vice President of the YWCA of Greater Los Angeles. Her BA and MBA degrees were earned at Pepperdine University.

KATHERINE AGUILAR PEREZ
Ms. Perez is Vice President of Development at Forest City Residential West, Inc. She is a professional transportation planner with experience in national policy, regional planning and local government. Prior to her current position she was the Executive Director of the Transportation and Land Use Collaborative of Southern California. She received her Bachelors Degree in Political from Cal State Northridge and her Masters Degree in Urban Planning and Transportation from UCLA. Her community activities include current membership on the CORO Board.

PATRICIA PÉREZ
Patricia is a Partner of Valencia, Pérez & Echeveste Public Relations, the nation's largest public relations agency specializing in consumer marketing, public affairs, and public education campaigns. She graduated from UCLA and has earned numerous recognitions for her business and community activities. She manages the Social Marketing practice for her company and is Chair of the Business Services and Marketing and the Sector Advisory Committees. She is also a member of the Executive Committee. She joined the WIB in 2002.

DIANA PETERSON-MORE
Diana is President of The Organizational Effectiveness Group. Her company focuses on human resource strategies and organizational development systems that support strategic business goals. She is a labor lawyer and has served as an executive with Times Mirror and Southern California Edison. She graduated from UCLA and Loyola Law School. She is an active community volunteer and chairs the WIB Resource Development and Coordination Committee. Diana has served on the WIB since 2000. She is currently Chair of the Certification Committee, the Training and Supportive Services Committee and the Resource Development and Coordination Committees. She is also a member of the Executive Committee.

NONA RANDOIS
Nona is the Directing Attorney for Community Economic Development at the Legal Aid Foundation of Los Angeles. In addition to representing community-based organizations in economic development projects, she is an advocate on behalf of low-income workers and job seekers on issues, which affect them. Nona graduated with honors from USC and went on to Law School at Georgetown University where she graduated also with honors. Nona joined the WIB Board in 2000, serves on the Executive Committee, the Training and Supportive Services Committee, and the Sector Advisory Committee.

DAVID RATTRAY
David is Vice President, Education and Workforce Development for the Los Angeles Area Chamber of Commerce and President of UNITE-LA, the school-to-career partnership in Los Angeles. His career has included 20 years as an executive in the food service distribution industry serving with Sysco, Rykoff-Sexton, and CFS Continental. He received his BA Degree at UC Irvine, and his MBA at USC. David also serves on the State Youth Council and is a board member with several youth organizations.

EDWARD RENDON
Ed is Director of Public Affairs for the International Brotherhood of Teamsters, Joint Council 42. He has been a Teamster member since 1989. He earned his Bachelors Degree in psychology at Loyola Marymount University in Los Angeles, and his Masters Degree in Counseling at Eastern Michigan University. He is involved in several community and youth organizations.

NORMAN ROSS
Norman is CEO of Polaris Enterprises, an engineering and construction organization which works mainly on LA Community College construction projects. He earned his Bachelors and Masters Degrees at Virginia State University. He has over 40 years experience in project management, business development, and marketing, and has served at the executive level for several Federal agencies, including the Office of Management and Budget. He is active in the LA Area Chamber of Commerce and other civic organizations. He has served on the WIB since 2003. He is currently a member of the Advocacy Committee.

CAROL SANCHEZ
In her 30 years with the Probation Department for LA County Carol has risen through the ranks from Probation Trainee to Bureau Chief over the Placement Services Bureau. She has responsibility for Central Placement, Emancipation Services, and Quality Assurance. Previously she was Acting Chief over the Residential Services Bureau, which consists of 18 camps. She received her BA in Sociology and her MS in Counseling at Cal State Long Beach.

TERESA SANCHEZ
Teresa is Political Director for Service Employees International Union Local 347 representing 13,000 municipal employees. Her expertise is in the area of workforce and community development and has served as liaison to community coalitions and grassroots organizations on public policy campaigns. Teresa is a member of the Training and Supportive Services Committee, the Policy and Oversight Committee, and the Certification Committee. She joined the WIB in 2002.

ROBERT M. SAUSEDO
Robert is a Government Solutions Consultant for Johnson Controls, Inc. He was recently Chairman of the board of the Community Development Bank. His marketing and management experiences have included positions as President and CEO of Credentialing On Line, Inc. His community service has included Vice-Chairmanship of the Economic Development Council with Mark Ridley Thomas, board membership in the New Leader. He is currently working with Chrysalis in a fundraising program to assist the homeless. Initial funding is provided by the Robert M. Sausedo and Kathy A. Moore-Sausedo Family Trust.

MYUNG-SOO SEOK
Myung is Development Director at the Los Angeles County Federation of Labor, AFL-CIO. He is responsible for developing the Federations Workforce Development Policy. He previously has served as the Tenth Council District's senior representative to the labor movement and for many years as a national representative for AFL-CIO. His early experience was in the hotel business after graduating from Oberlin College. He is a board member of the Los Angeles Alliance for a New Economy and the Korean American Chamber of Commerce in Los Angeles.

HELEN ROMERO SHAW
Helen is a Public Affairs Manager for the San Gabriel Valley for Southern California Gas Company. She has spent most of her career working with or near elected officials and community organizations. She has served as the chair of the LA County Private Industry Council and as pro-tem chair of the LA County Workforce Investment Board, where she has continued serving as a member. Helen was recently elected to the Board of the National Workforce Investment Board. Helen joined the WIB Board in 2002. She is a member of the Business Services and Marketing Committee, the Nominations/Membership Committee, and the Advocacy Committee.

RUTH SIMEON
Ruth is Vice President of Programs for Crystal Stairs. Their organization ensures the delivery of childcare and other services to approximately 20,000 children annually. They work closely with 9400 childcare providers to improve the quality of care. She has lobbied Congress to change public policy and legislation in the Childcare Industry. Prior to joining Crystal Stairs she was a manager with Southern California Edison in the Human Resources area. She was a production manager at Hughes Aircraft in the early 90's and worked as an independent organizational consultant for eight years starting in 198l. Her Masters Degree in Psychology is from Pepperdine and her BA was earned at Purdue University.

ROGER SNOBLE
Roger is Chief Executive Officer for the Metropolitan Transportation Authority of Los Angeles County (MTA). His career in transportation spans 37 years. He began his career with the TriCounty Regional Planning Commission in Akron, Ohio and later spent 20 years at the San Diego Transit Corporation where he became President and General Manager. Prior to coming to Los Angeles Roger was President/Executive Director of the Dallas Area Rapid Transit (DART) for seven years. Roger joined the WIB Board in 2004.

PAULA STARR
Paula has been the Executive Director of the Southern California Indian Center since 1999. She has been with the Center since 1989. Prior to that she was a schoolteacher and a Private Consultant. She has been involved with many community organizations dealing with Native American and civic issues such as her Board Membership on the Los Angeles and Orange County Emergency Food and Shelter Program. (FEMA). Paula was a charter member of the WIB when it started in 2000, and serves on the Resource Development and Coordination and Advocacy Committees.

DANIEL TELLALIAN
Daniel is Director of Emerging Markets, Inc. Their firm assists Financial Institutions in pursuing business opportunities in low-income areas of Los Angeles. He is a real estate attorney and a CPA with significant experience in economic development. He was a Senior Auditor for Arthur Anderson & Co. His Bachelors Degree was earned at Wharton School of Business, his MBA at UC Berkeley, and his Law Degree at Boalt Hall.

LARRY THOMPSON
Larry is Senior Vice President Western Operations for Xerox Corporation. Prior to his current assignment, he was VP in charge of Western Education and Government Operations. Larry is also active in the community. He was CEO of the Children's and Youth Arts & Sports Foundation, and is a UNITE LA board member, and is active in Leadership LA Alumni Association. Larry joined the WIB Board in 2001, and now serves on the Sector Advisory Committee.

LAURA TREJO
Laura is General Manager, Los Angeles City Department of Aging. Prior to joining LA City in 2002, she was the Mental Health Clinical District Chief for Countywide Older Adult Programs for Los Angeles County. Laura earned her Bachelors Degree in Psychology at USC and has Masters Degrees in Gerontology and Public Administration from USC. She is an active international public speaker in her field. She joined the WIB in 2003 and is a member of the Resource Development and Coordination Committee.

FRANK VELASCO, PhD
Dr. Velasco is the District Administrator of the Greater Los Angeles District of the State Department of Rehabilitation in charge of implementing the state plan for services to people with disabilities. He is a licensed Clinical Psychologist. He was a professor for three years at Cal State LA in their rehabilitation program at the master's level. He was a founding member and former President of the Los Angeles County Commission on Disability. He is a former member of the LA City Private Industry Council.

LINDA J. WONG
Linda J. Wong is Vice President of Civic Engagement, Communications and Administration at the California Community Foundation. In this capacity she oversees the work of the communications and administrative departments of the foundation and the development of a new area of endeavor - Civic Engagement - which seeks positive social change through public policy solutions, community engagement and collaboration with non-profit, public and foundation partners.

Her background includes many years of experience in civil rights, program development, labor market research and technical assistance in community, economic and workforce development. She was Regional Counsel for MALDEF's Southern California office and its first National Director for the Immigrant Civil Rights program. After the 1992 civil unrest, she worked at Rebuild LA to develop and implement a sectoral strategy to strengthen the region's manufacturing base of small businesses.

Among her community activities she is a mayoral appointee to the Neighborhood Council Review Commission, which is evaluating the neighborhood council system in the city of Los Angeles. She holds both an undergraduate degree in political science and a J.D. in law from the University of Southern California.

CHARLES WOO
Charlie is Chief Executive Officer and co-owner of Megatoys, a toy manufacturing, import/export, wholesale and retail company. He serves on the boards of many civic and charitable organizations. He is President of the Los Angeles City Workforce Investment Board, and was the 2001 Chairman of the LA Area Chamber of Commerce Board. He earned his Bachelor of Science Degree summa cum laude, and his Masters Degree from UCLA. Since that time he has received many awards for his community service. Charlie joined the WIB Board in 2000. He continues to Chair the Executive Committee as well as being Board President.

YOUTH COUNCIL MEMBER BIOGRAPHIES

MARSHA BROWN
Marsha is President of FU-GEN, INC. Research and Investigation, a corporation specializing in workers' compensation, fraud, sexual harassment, and all types of workplace investigations. She is an expert in investigations related to the transportation industry, including automobile, bus, and rail incidents. She has a Bachelor of Science degree from Loyola Marymount University and a Masters Degree (MFCC) from Phillips Graduate Institute. She also serves on the City of Los Angeles' Department of Building and Safety Commission. She is a member of the WIB's Youth Council and has a special interest in youth and women's issues.

JOHN CLERX
John has been Associate Vice Chancellor of Instructional and Student Services at Los Angeles Community College District since 1995. Prior to this he has held several key positions at Los Angeles Valley College starting in 1979 including Dean of Academic Affairs. He has served on the LA County WIB, and the Youth Councils of the City and County WIBs. He earned his Bachelors and two Masters Degrees at Cal State Northridge.

KELLY COOPER
Kelly is a Building Construction and Maintenance Superintendent with the LA City General Services Department. She came to work for the City of Los Angeles as an electrician in 1999 after 20 years in the electrical construction industry in Los Angeles as an electrician and foreman. She has also served as a volunteer with the PTA and LEARN. She is in the process of completing her undergraduate degree in Political Science at Cal State Northridge.

DAVID CRIPPENS
David heads DLC and Associates. He has over 30 years in public broadcasting as a producer, writer, on air personality, program developer, station manager, and other key executive positions. Before retiring and establishing DLC and Associates he was Senior Vice President of the Education Division at KCET. He earned his Masters Degree from San Diego State University. David is Chair of the LA City WIB Youth Council.

MICHAEL DOLPHIN
Michael has been with the Employment Development Department, State of California since 1971. He is currently the EDD Job Service Division Chief with responsibility for Los Angeles and Ventura Counties. He has previously been responsible for the additional eight counties (San Luis Obispo, Santa Barbara, Ventura, Kern, Tulare, Kings, Inyo and Mono) of Central California. Michael attended Southern Illinois University and completed post-grad management and economic development studies at UCLA and Cal-Berkeley. He works extensively on workforce related issues with all Southern California WIBs. He is a member of the Executive Committee, the Youth Council, the Business Services and Marketing Committee, the Advocacy Committee and the Nominations/Membership Committee. He joined the WIB Board in 2003.

GREGORY DULAN
As Owner and Operator of Dulan's Restaurant and Catering Company, Greg has also been involved in several programs targeting at-risk youth in Los Angeles. He won the award as "Co-Small Business Owner of the Year" in 2002-2003 from SBA. After graduating from Howard University in 1981 he served with Chase Manhattan Bank before getting into the catering and restaurant business.

SYLVIA FOGELMAN
Sylvia is the President/Chief Executive Officer, of Southern California Family and Adoption Agency, which she founded in 1994. She earned her Bachelor of Arts Degree at Brooklyn College and her Master of Social Work at USC. She previously has served in executive positions with LA County, and for 10 years as Vice President/Treasurer of Shur Corporation, a real estate and construction firm specializing in housing.

JOHN GRANT
John is Vice-President and In-House Counsel for United Food and Commercial Workers Local 770 (UFCW 770). He graduated from UC Santa Barbara with Phi Beta Kappa and Magna cum laude honors and as Student Body President. Following law school at Loyola, he was employed at Clougherty Packing Company and earned an advanced degree in Labor Studies at LA Trade Tech.

JACQUELYN HONORÉ
Jacquelyn is the Deputy Center Director, Career Development Division, at the Los Angeles Job Corps Center. She is responsible for the performance of five major program areas: Career Preparation, Career Management, Academic Education, Vocational Training, and Career Transition. During her 27 years with the Job Corps she has served on many National Job Corps task forces. She received her BA Degree from Cal State LA in Psychology.

JOHN HUGHES
John is President of Rhythm & Hues Studios, one of Hollywood's leading producers of computer-generated character animation and visual effects. Rhythm & Hues won an Academy Award® for Best Visual Effects for Babe in 1995, and is known internationally for the quality of its work. He serves on the Board of Directors of the California Alliance for Arts Education and on the Advisory Board of the Entertainment Economy Institute. John graduated from the University of Minnesota with a Masters Degree in Engineering and Bachelors degrees in Economics and Electrical Engineering.

SANTIAGO JACKSON, PhD
Santiago is Assistant Superintendent, Division of Adult and Career Education for Los Angeles Unified School District (LAUSD). After earning his Bachelors Degree at California State University at Los Angeles he joined LAUSD as a teacher at Jordon High School. He earned his Masters and Doctors Degrees while serving in a number of positions within LAUSD. Prior to his current position, Santiago was Assistant Superintendent, State Legislation for LAUSD.

JOHN RICHARD KING II
John Richard King II, a native of Los Angeles graduated in 1986 from Washington Preparatory High School. He continued his education at Seattle University; there he received his Bachelors Degree in Criminal Justice in 1991. After completing his degree he returned to Los Angeles where he worked as a caseworker for El Nido Family Centers. In this role he conducted violence prevention workshops and provided comprehensive case management services to at-risk youth in the Compton area. He continued is education at Cal State Dominguez Hills where he earned a Masters Degree in Behavioral Science in 1998. John has also served as a reserve Deputy Probation Officer for the Los Angeles County Probation Department from 1994 to 2006. For the past ten years he has worked for the Housing Authority of the City of Los Angles spending most of that time in the Resident Relations Department providing services and resources to public housing residents. He is currently the Acting Director of the Planning and Intergovernmental Affairs Department. John is an active member of Rose of Sharon Baptist Church where he is the Director of the Youth and Children's Church Ministry.

MICHELLE KOENIG
Michelle K. Koenig is the Youth Development consultant to the Education Coordinating Council (ECC). Ms. Koenig serves as the ECC's point person for implementing the recommendations and actions outlined in the Youth Development section of Expecting More: A Blueprint for Raising the Educational Achievement of Foster and Probation Youth. She convenes, coordinates, troubleshoots, encourages, and collaborates with the involved individuals, organizations, and partnerships, as needed, to complete the workplan. Previously, Ms. Koenig was the Director of Transitional Housing for St. Anne's. In that capacity, she oversaw a $13 million capital campaign to build a much needed transitional housing and childcare center for parenting emancipated foster youth, securing both private and public funding. She provided management oversight on the construction of the 45,000 square foot facility as well as developing and operating the transitional housing program. She has worked with disenfranchised, homeless, foster, and probation youth for the last 10 years. Ms. Koenig is a life long resident of Los Angeles, earning her Bachelor's Degree in Psychology from Cal State Northridge and Master's Degree in Social Welfare from UCLA.

KATHLEEN MILNES
Kathleen is the President and CEO of the Entertainment Economy Institute, whose mission is to accurately document the impact of the entertainment industry on the economy and to respond to the current and future workforce needs of all segments of the entertainment industry. She is also a member of the California Workforce Investment Board. She has worked in the entertainment industry for nearly 30 years and received her BA in American Studies at the University of Maryland.

DERRICK MIMS
Derrick is District Director in Congresswoman Maxine Waters' Office. Prior to his current position he was Assistant Director, Community Relations, UCLA Office of Government and Community Relations. Derrick earned his BA in Journalism at the University of Southern California. He worked for five years after graduation for Congressman Augustus F. Hawkins. He was Executive Assistant to the President of Los Angeles Southwest College prior to serving in his current position.

SHARON H. MORRIS
Sharon is Assistant General Manager, Community Development Department of the City of Los Angeles. She previously was the Executive Director of the LA City Department on Disability, Deputy Mayor for Neighborhood and Community Affairs, and several other LA City Executive positions. After receiving her Bachelors Degree from Cal State LA and her Masters Degree in Urban Planning at UCLA, she held a position at The Southern California Gas Company developing and administering outreach policies in areas such as workforce readiness and economic development. Her current responsibilities include the Human Services and Family Development Division and the LA Bridges Division.

JON KIRK MUKRI
Jon is General Manager of the Department of Recreation and Parks for the City of Los Angeles. Prior to this position he served as General Manager for the Department of General Services for the City of Los Angeles. He holds a Bachelor of Science Degree from Loyola University and a Masters Degree in Systems Management from the University of Southern California.

DAVID RATTRAY
David is Vice President, Education and Workforce Development for the Los Angeles Area Chamber of Commerce and President of UNITE-LA, the school-to-career partnership in Los Angeles. His career has included 20 years as an executive in the food service distribution industry serving with Sysco, Rykoff-Sexton, and CFS Continental. He received his BA Degree at UC Irvine, and his MBA at USC. David also serves on the State Youth Council and is a board member with several youth organizations.

CARL D. REECE
Carl is founder and President of Reece Legal Search, Inc. His firm recruits and places attorneys with Fortune 500 companies and "AM 100" global law firms. He received his Masters degree in Computer-Based Training and Instructional Design following his attainment of a BA Degree in Public Administration from the University of San Francisco. Prior to his current position he held several executive positions in banking pharmaceutical/life sciences, and technology based companies.

EDWARD RENDON
Ed is Director of Public Affairs for the International Brotherhood of Teamsters, Joint Council 42. He has been a Teamster member since 1989. He earned his Bachelors Degree in psychology at Loyola Marymount University in Los Angeles, and his Masters Degree in Counseling at Eastern Michigan University. He is involved in several community and youth organizations.

DUANE SAMPLES
Duane is currently Supervisor, Rehabilitation for the State Department of Rehabilitation, located in West Los Angeles. He joined the Department in 1997, starting as a Veteran Program Specialist. He later became a Supervisor of Unemployment Insurance. He earned his Bachelor's Degree from Stanford and his Master's Degree from Cal State LA.

CAROL SANCHEZ
In her 30 years with the Probation Department for LA County Carol has risen through the ranks from Probation Trainee to Bureau Chief over the Placement Services Bureau. She has responsibility for Central Placement, Emancipation Services, and Quality Assurance. Previously she was Acting Chief over the Residential Services Bureau, which consists of 18 camps. She received her BA in Sociology and her MS in Counseling at Cal State Long Beach.

BOB SPIVAK
Bob is a 40-year veteran of the restaurant industry. He is Co-founder and Director of Grill Concepts and the Daily Grill restaurant chain, which he formed in 1988. He previously worked in or managed family owned restaurants such as Smokey Joes and the Redwood House. He is a member of the California Restaurant Association Education Foundation. He is also a member of the Board of the Collins School of Hotel and Restaurant Management.
