The Los Angeles Bureau of Sanitation (BOS) is completing their Solid Waste Integrated Resource Plan (SWIRP) which takes a comprehensive long-term look at how to deal with the issue of solid waste in the future. A critical part of SWIRP is the evaluation of alternative technologies for the process of solid waste and their ability to help to divert more solid waste from landfills and create renewable energy sources. In 2004, BOS hired URS Corporation to lead the technical evaluation of alternative technologies and facilitate the procurement of a contractor to develop a facility by 2010.
