The following benefits are available to seniors and disabled citizens who reside in the City of Los Angeles and meet very low income limitations as established by the United States Department of Housing and Urban Development (HUD). To qualify you must present a DWP bill showing Lifeline or Low Income qualification. If you do not have a DWP bill, you must complete a Very Low Income Benefit Application. Applications are available on our website or you can pick up an application at your local animal care center. One $10.00 license for one dog will be available to any disabled individual or to any individual 62 years of age or older who owns and maintains said dog  provided they meet the income limitation. The dog must be a spayed female, neutered male, or a dog certified by a licensed veterinarian to be incapable of breeding or being bred. Only one free license per person and only one person per household may qualify. Discount and free vouchers for having your pet spayed or neutered are available to city residents who qualify. As long as the owner meets the above income limitations, the Department shall not charge and collect a fee for impounding animals, other than an animal suspected of rabies and impounded for the purpose of quarantine. Also, as long as the owner meets the above income limitations, the Department shall not charge and collect a fee for an animal redeemed by its owner if the owner is a disabled individual or is 62 years of age or older.
