PAB HISTORY
The Department of Recreation and Parks
observed the need for a formal method of incorporating community
input on decisions affecting communities and initiated the
development of Center Service Associations or CSA’s
sometime in the 1970’s. This accomplishment, progressively
led the way to the establishment and formalization of what
we now recognize as Park Advisory Boards.
The first PAB meetings were conducted in May 1998, following
extensive staff training and the development of support materials,
including: a PAB Policy Manual and Member Handbook.
Recreation directors worked with local residents, business
and elected officials to recruit community members to serve
on the PAB's. By year's end there were more than 150 active
PAB's with almost 1,000 community volunteers. They assist
recreation center directors with improving communications
between parks and local communities, assisting with long and
short range planning and addressing areas of concern, before
they become serious issues.
The development of the PAB's improves the department's relationship
with local residents, particularly those who enjoy parks and
participate in recreation programs. Although PAB's exist in
other cities, Los Angeles continues to lead the way to establishing
the importance of PAB's in major park systems.
