September 2006

On September 18, 2006, our historic education reform bill, AB 1381, became law.

This bill was not a vote for mayoral control.  It was a vote for community control, more control for parents, and more control for teachers and principals at the school site.

AB 1381 doesn't just say to the students that they should raise their expectations.  It says to the larger community of Los Angeles that we need to raise our expectations as a community.

As our children go back to school, it is time for our whole community to work in partnership.  We need to devote ourselves as parents, as our children's first educators, and we need to move the issue of education reform to the front and center of our civic agenda.  We need to measure our progress and we need to tap our community's wealth and creative talent.

Like that kid on the first day of school who sees a future with limitless possibilities, we should all believe in our capacity to succeed.

Let's join together and get to work!

Million Trees LA Kicks Off This Saturday

On Saturday, September 30th, the Mayor will officially kick-off the Million Trees LA program, with 15 tree adoption sites throughout the City, one in each Council District, where LA residents can pick up free trees and seedlings to bring home to plant.

The program aims to engage all Angelenos in the effort to grow Los Angeles' urban forest to improve air quality in the City, lower temperatures around neighborhoods, capture and clean urban runoff, and provide a  greener, more pleasant environment for residents.  Trees are also known to increase property values, absorb noise, and reduce stress and crime.

The Department of Public Works will spearhead the program by partnering with non-profit groups and mobilizing residents to plant trees on their private and business properties, neighborhoods, schools, and parks.  City departments will do their share by planting trees around parks and city-owned properties.  The DWP will give away free trees to its customers.

For free trees and to become "one in a million" by planting a tree and making it count, call 3-1-1 or log on to milliontreesla.org.

Mayor's Plan to Address Homelessness

48,000 people are homeless on any given night in the City of Los Angeles.  This past month, the Mayor unveiled part of  his plan to address this crisis, providing housing, services, and safety for the City's homeless population.

50 More Police Officers on Skid Row: The Mayor's Office, LAPD, and the City Attorney's Office are working together to crack down on crime on Skid Row through the deployment of 50 more police officers to target drug dealers and other criminals who prey on the homeless.  The initiative dedicates six City Attorney prosecutors to work solely on crimes on Skid Row, adds new lighting and surveillance cameras, and steps up street cleanings and tree trimming in the 50-square-block area.

2,000 Housing Vouchers for Homeless Families:  2,000 housing vouchers are now available to homeless individuals and families who are living in emergency shelters and transitional housing.  In addition to rent, the voucher pays for social services for one year after move in.  This initiative represents a $129 million investment in housing for the homeless.

$100 Million for Affordable and Permanent Supportive Housing:  For the second year in a row, the Mayor is funding the Affordable Housing Trust Fund at its maximum of $100 million, dedicating $50 million to the Permanent Supportive Housing Program for the City's homeless population and the other $50 million to a broad range of affordable housing options for a variety of income levels.

New Leadership at LAHSA:  Rebecca Isaacs is the new Executive Director of LAHSA, the City-County agency that administers homeless services for the region.  She is extremely qualified and will lead efforts to strengthen the agency.

Remote Airline and Baggage Check-In

LAX's new Remote Airline and Baggage Check-In Service allows domestic travelers to obtain boarding passes and check-in luggage at designated remote locations including the Van Nuys Airport, Union Station, and the Convention Center.

At these locations, passengers who travel to LAX by way of the FlyAway bus will be able to check-in their luggage and receive boarding passes at the FlyAway terminal.  When they arrive at LAX, they can go straight to security and then to their boarding gates.

With shorter lines and shorter wait times, LAX travelers will experience more convenience and fewer crowds. Moreover, airport security will have an easier time monitoring airport operations and traveler security.
