Summary |
LADWP offers a five-year electrical
rate reduction for new and expanding businesses located
in the City’s State Enterprise Zone, Federal
Empowerment Zone, or Federal Renewal Community. The
program is funded by LADWP and managed by the Community
Development Department (CDD). CDD reviews and transmits
screened Enterprise Zone Rate applications to the
LADWP’s Energy Rates Group. The Energy Rates
Group will then determine the applicant’s eligibility
for the program and ascertain that the applicant’s
accounts are paid up-to-date.

Current Products & Services include:
1. Automatic Transfer Switch (approximately
$100,000 each)
- Customers must have dual power sources or power
feeders from LADWP
- Customers can either pay the full costs to
LADWP, or obtain financing through the Utility
Infrastructure Loan Program
2. Meter Based Power Surge Protection
Services
- Available to small size businesses, including
home-based businesses having a 200Amp, 120/240V,
1Ø-3Wire meter at their service
- Monthly service charge will be $7.95
- Second-stage surge protection equipment for
telephone, cable TV, and electronic equipment
will be offered for purchase. These devices are
in the $20-$60 range.
- Products come with a manufacturer’s product
warranty.
3. Technical Services: These are
rendered by the Power Quality Group based on hourly
rates or as part of a value added package.

Description
|
LADWP will advance funds to customers to pay for
utility infrastructure facilities required by the
LADWP to provide electric energy or water service
to the customer. Funds may also be provided for
the installation of equipment or facilities that
will conserve electric energy or water usage and
promote demand side management or improve power
reliability/quality.
Customers interested in applying for a loan should
submit the following information to the Economic
Development Group:
- Project/Service Address
- Project Description
- Requested loan amount
- Contractor/Vendor estimates
- Financial Statements for the most recent 3
years
Current loan terms are approximately 5.5% APR for
up to 3 years (rate varies according to LADWP’s
cost of capital). Loans greater than $150,000 require
prior approval by the LADWP Board of Commissioners.

Summary |
To help promote solar power in Los Angeles and
decrease our dependence upon traditional, scarce
energy resources, LADWP offers a solar incentive
program to make solar power more affordable.
Funds are allocated to the program on a fiscal year
basis. The LADWP fiscal year starts July 1 of each
year, through June 30 of the following year.
The solar power program has been authorized a total
budget of $150 million through June 30, 2011.

Description
|
The Incentive Program is available for LADWP customers
only. The cost of eligible solar PV systems is reduced
with Incentive funds, which function like rebates.
LADWP customers, both residential and commercial,
may participate. The one time incentive payment is
based on the estimated 20 year output of the solar
PV system. System output is calculated using the U.S.
Department of Energy, National Renewable Energy Laboratory
(NREL) PVWatts version 2.
To qualify, equipment must be Underwriter’s
Laboratories (UL)-listed, and also be approved and
listed by the California Energy Commission. The
solar program includes an LA Manufacturing Credit,
in which a system will qualify for an additional
incentive if it is manufactured in Los Angeles.
Please note that Shell Solar panels (including Powerlight
Solar Electrical Systems that use Shell Solar panels)
no longer qualify for the Los Angeles Manufacturing
Credit.

3. Chiller Efficiency Program (CEP)
-The CEP is intended to benefit the owners and operators
of buildings that use chilled water for facility

4. Trees for a Green LA - LADWP
business customers may also receive free shade trees
for their property to provide cooling shade on buildings.

Description
|
Save Water Save a Buck Rebate Program
offers commercial and industrial customers rebates
for installing ultra-low flush toilets, high efficiency
clothes washers, weather-based irrigation controllers,
cooling tower conductivity controllers, pre-rinse
self closing shower heads, water brooms, s-ray processor
re-circulating system, and connectionless food steamers.
Technical Assistance Program (TAP)
is a financial incentive program offering commercial,
industrial, institutional, and multifamily residential
customers in Los Angeles up to $50,000 for the installation
of pre-approved equipment and products, which demonstrate
water savings.
The maximum incentive amount per customer facility
is $50,000 and is subject to available funds
Eligible Projects: The installation of water conservation
measures including equipment, devices, products,
treatments, fixtures, and technologies of a permanent
nature. Eligible projects must save a minimum of
400,000 gallons over a two-year period.
