Description
|
Affordable Housing Incentive Program:
Projects of 5 or more units are entitled to a 25%
increase over the number of units otherwise permitted
by the underlying zoning in exchange for including
affordable units within the project. Projects that
include affordable units are also eligible for reduced
parking requirements. For projects in close proximity
to transit stops a density increase of 35% is available.
Residential and Accessory Services (RAS) Zone:
A zone designation in the city’s zoning code
which permits residential development in a commercial
zone and increases potential building size by allowing
greater floor area ratio, greater height and reduced
setbacks. To take advantage of this, developers apply
for a zone change for a respective site located in
a commercial zone.
Adaptive Reuse Ordinance: To encourage
the conversion of older, commercial buildings to residential
or mixed-use developments, development incentives
are available such as increased density, reduced parking
and exemption from site plan review. In addition,
qualifying projects may also take advantage of exemptions
regarding floor area, height and setbacks.

Description
|
Mortgage Credit Certificate (MCC):
Provides the homebuyers with more borrowing power
by paying less in federal income tax.
Home Works: Provides purchase/rehabilitation
loans or down payment/closing cost assistance to
low-income, first-time homebuyers.
Soft-Second Mortgage Assistance:
Provides a secondary mortgage to qualified first-time
homebuyers who have received loan approval from
a first mortgage lender, and which is only repaid
under certain conditions.
Homes for Police Officers & Firefighters:
Provides homeownership assistance to sworn safety
personnel to buy a home.
Homes for Teachers: Aims to aid
in the recruitment and retention of teachers by
providing below market rate mortgages and down payment
assistance to teachers working in Low Performing
schools and buying a home.
Home choice: Single-family mortgage
loan program specialized to meet the financial needs
of low and moderate income people who have disabilities
or people with disabilities living with them.
Childcare Provider Home Ownership Program:
Offers financing opportunities to low-income, licensed
family childcare providers who have been in business
for at least two years.
Home Buy: provides “gap financing”
loans up to $60,000 for low income homebuyers who
need assistance in purchasing new constructed or
newly rehabilitated homes built under the Large
and Small sites development programs. (See description
under “For Sale Housing: Developer Assistance”)
Home Safe Programs: provide “gap
financing” for low-income buyers who need
assistance to purchase lead-based paint hazard and
code violation free home.

Description
|
Multifamily Rental Housing Program:
Projects under this program apply for 9% Low Income
Housing Tax Credits and other competitive funding
sources, which are leveraged with conventional loans,
foundation support and any other sources identified
by LAHD and the applicant. The emphasis of the program
is the acquisition and rehabilitation of existing
structures. However, new construction of multi-family
projects is also financed.
High Leverage Project Loan Program:
Expedites the approval of funding if a project is
receiving a substantial portion of their funding from
other competitive sources.
Distressed and Nuisance Properties Loan Program:
Facilitates the acquisition and development of multi-family
rental housing units under distressed and nuisance
conditions.
Housing Opportunities for Persons with AIDS
Capital Development Program: Provides funds
intended to be leveraged with other funding sources
for acquisition, predevelopment, construction and
permanent financing to meet the housing needs of low-income
persons living with HIV/AIDS and their families.
Tax-Exempt Bonds: Issued to finance
the acquisition, construction, and rehabilitation
of multi-family projects.
Affordable Housing Trust Fund High Leverage
Program: Ensures local funding commitments
for acquisition, construction and permanent loans
to priority projects that are ready for development
and most likely to compete successfully for state
funding which is made available through Proposition
46, Federal funds and other local funds.

Description
|
Section 8 provides rent subsidies or housing assistance
payments to private landlords on behalf of eligible
very low income and low-income families, senior citizens,
and persons with disabilities. There are two types
of Section 8 rental subsidies:
• Tenant-based subsidies are tied to the tenant
and moves with them to any new unit.
• Project-based subsidies are tied to the unit
and assist any tenant of the unit.
