ZONE RATE SUBSIDY PROGRAM

Summary |
LADWP offers a five-year electrical rate reduction for
new and expanding businesses located in the City’s
State Enterprise Zone or Federal Empowerment Zone. The
program is funded by LADWP and managed by the Community
Development Department (CDD). CDD reviews and transmits
screened Enterprise Zone Rate applications to the LADWP
Energy Rates Group. The Energy Rates Group will then determine
the applicant’s eligibility for the program and
ascertain that the applicant’s accounts are paid
up-to-date.

Eligibility |
All projects and proposals for funding will be evaluated
based on one or more of the following criteria:
- Proposals to be considered by LADWP must benefit
existing and/or new businesses or communities within
the City of Los Angeles
- Project payback analysis will be used in selecting
competing loan requests where limited funding exists
- Financial analysis on new products and services will
be calculated based on a 9% discount rate
- Specific measurable goals such as increased sales
revenue, improved system reliability, job creation,
LADWP overall cost reduction, economic impact, and services
provided will be identified for capital improvement
projects
Special consideration will be given to project proposals
with significant matching funds from governmental agencies,
local community organizations and/or private entities.

Description of Benefits |
The applicable General Service Schedules will be reduced
during the first 60 months of continuous service after
verification of Enterprise Zone eligibility as follows:

|
Summary |
Offers technical assistance and project financing
to commercial or industrial customers who require
higher levels of power quality and reliable service.
Higher power quality and reliability levels reduce
customer operation down time, labor costs, legal liabilities,
and avoid material waste.

Description of Benefits |
Automatic Transfer Switch (approximately $100,000
each) Customers must have dual power sources or power
feeders from LADWP Customers can either pay the full
costs to LADWP, or obtain financing through the Utility
Infrastructure Loan Program
Distributed Generation: LADWP will
design, purchase, install, and maintain an Automatic
Transfer Switch (ATS) system for customers. Typical
smooth power services offered and installation duration
can vary from customer to customer. However, LADWP
can usually complete project installations within
6 months to a year. In order to have an ATS installed,
the facility must be dual fed with preferred and emergency
lines. The installation site must be exposed and not
metal enclosed with ample space within the customer
station.
Power Surge Protection: Under the
program, a meter based power surge protector may be
leased for a nominal fee. Customers will also have
the option of purchasing high-quality plug-in protectors
for added protection. The program is available to
small size businesses, including home-based businesses
having a 200Amp, 120/240V, 1Ø-3Wire meter at
their service. Monthly service charges will be $7.95.
Second-stage surge protection equipment for telephone,
cable TV, and electronic equipment will be offered
for purchase. These devices are in the $20-$60 range.
Products come with a manufacturer’s warranty.
Technical Services: The LADWP offers
technical consulting services to survey, investigate
and provide recommendations to improve customer facility
operations, and enhance power quality and reliability.
Consulting services are rendered by the Power Quality
Group based on hourly rates or as part of a value
added package.

UTILITY INFRASTRUCTURE LOAN

businesses for which
short-term, low-cost financing is not readily available.

Eligibility |
- LADWP will advance funds to customers to pay for
utility infrastructure facilities required by the
LADWP to provide electric energy or water service
to the customer.
- LADWP may combine loans to customers under this
Utility Infrastructure Loan Program with loans for
the installation of equipment or facilities that will
conserve electric energy or water usage and promote
demand side management.
- The loan program is available to new and existing
LADWP customers with good credit rating and/or bill
payment history. The customer must provide documentation
satisfactory to LADWP to verify customers’ credit
rating. The LADWP will advertise the availability
of this loan program citywide, particularly targeting
small and medium-sized businesses.
- Utility Infrastructure includes conduit systems,
manholes, vaults, poles, wiring, transformers, capacitor
banks, panels, valves, pipes, and other equipment
or facilities necessary for receiving electric energy
or water service form the LADWP.
- LADWP and the customer will enter into the Standard
Utility Infrastructure Loan Agreement.
- The term of the loan agreement shall be thirty-six
(36) months or less. The interest rate charged shall
be at or above LADWP’s cost of funds as determined
by the Chief Financial Officer.
- Each loan contract will not exceed the actual cost
of installing approved utility infrastructure and/or
energy efficient equipment. Each loan contract will
also not exceed the LADWP’s projected annual
electric and water revenues from the customer.
- All utility infrastructure loans greater than $150,000
require prior approval by the LADWP Board of Commissioners.

Description of Benefits |
Under the program, LADWP provides financing for the
purchase and installation of:
- Equipment and infrastructure required by LADWP
to provide electric-energy or water service,
- Energy-efficiency equipment that meets or exceeds
Title 24 requirements, and
- Power factor correction/power-reliability equipment.
