RENT ADJUSTMENT COMMISSION
The Rent Adjustment Commission (RAC) of the City of Los Angeles consists of seven members who are neither landlords nor tenants. Members are appointed by the Mayor, subject to approval by the Los Angeles City Council. The term of office for each member of the Commission is four years.

The RAC is responsible for adopting policies, rules and regulations to carry out the purposes of the Rent Stabilization Ordinance. Additionally, the Commission conducts studies, investigations, and hearings to gather necessary information to promulgate, administer, and enforce any regulation, rule, or order adopted in accordance with the Rent Stabilization Ordinance.
Working Rules are compiled by the RAC to provide a standard set of procedures which serve as a guide when conducting official business. Updated Working Rules were adopted by the RAC on October 2, 2003. The RAC adopted Appeals Board Rules and Guidelines (.pdf ) on January 15, 2004 for use in hearing appeals scheduled by the Hearing Section staff of the Los Angeles Housing Department.
The regular Commission meetings are scheduled for the first and third Thursdays of each month at 11:00 a.m. in the Hearing Room (on the Lobby Level) of the Los Angeles Housing Department, 1200 W. 7th Street, Los Angeles, CA 90017. While the Commission does not handle individual landlord and tenant complaints, every effort will be made to schedule public comments before the Commission on issues affecting the operation of the Rent Stabilization Ordinance.
Regular agendas are posted 72 hours before each meeting at the following locations: the bulletin board next to the 9th floor elevators at LAHD; the 1st floor bulletin board at City Hall East; and the City Council Chambers bulletin board on the 3rd floor of City Hall East. The agenda is also posted on the LAHD web site.

The Commission currently maintains one sub-committee: the Internal Review Committee and one citizen task force: the Mobile Home Park Task Force (MHPTF). Members of the MHPTF and LAHD staff prepared a Mobile Home Park Reference Guide to the Rent Stabilization Ordinance.
