INCLUSIONARY ZONING
also know as "INCLUSIONARY HOUSING"
On April 6, 2004, Councilmembers Reyes, Garcetti, Villaraigosa, Padilla and Miscikowski introduced a motion (.pdf) [Council File 04-0637] in the City Council calling for the development of an inclusionary housing policy for the City of Los Angeles. A joint session of the Council's Planning and Land Use Management Committee (PLUM) and Housing, Community and Economic Development Committee (HCED) held an initial hearing on the proposal on April 14, 2004 (.pdf). The committees heard public comment from a variety of stakeholders and a representative of the Mayor's Office read a letter from Mayor Hahn (.pdf). The committees approved an amended motion (.pdf), which contains instructions to relevant City Departments to report back to the Committees. The "policy matrix" referenced in the motion is Program Components -- City of Los Angeles Inclusionary Zoning Ordinance (.pdf). The motion also references a study conducted by David Paul Rosen and Associates.
At the May 12, 2004, joint session of the PLUM and HCED Committees, the committees agreed to allow for an additional 90 days to obtain input on the proposed inclusionary zoning policy from the public, including Neighborhood Councils, the development community, housing advocates and other city stakeholders. During this period (ending date to be determined), the committees request that constructive comments on the proposal be submitted to:

OPPORTUNITIES FOR PUBLIC COMMENT
The City's Housing Department and Planning Department have prepared a 30-minute presentation that includes background information regarding the current housing situation in Los Angeles and the various reports and steps that have led to the current proposal, and information on inclusionary housing, including the components of the current proposal. The presentation also includes a visual component to show examples of existing mixed income developments that have been built in the City of Los Angeles. The presentation and public comment, including written testimony, was presented at the seven Area Planning Commissions. Additionally, one final session will be provided:
