Creating places that encourage walking, not driving. The General Plan Framework calls for all neighborhood districts, community centers and portions of regional centers and mixed-use boulevards to be considered as possible "pedestrian oriented districts."
The differences in this pedestrian-oriented model from the suburban model are:
- New buildings are built to the side walk, rather than being set back from the street or behind a parking lot
- The ground floor of most buildings is occupied by shops or other businesses that have a lot of customers
- Outdoor restaurants are encouraged
- Sidewalks have shade trees, landscaping, benches, trash cans, lighting that shines on the sidewalk (not just the street)
- Parking is located behind, above or below the shops, offices or homes facing the street.
