The City of Los Angeles Housing Department has submitted a request for authority from the Mayor and City Council to amend the 2007 Round 2 Notice of Funding Availability (NOFA) for the Permanent Supportive Housing Program, a collaborative effort of four City agencies including:
Based upon this authority, LAHD, as program administrator, will invite developers to submit proposals for residential permanent supportive housing serving homeless adults, families, and transition-age youth. LAHD requires that all projects which apply and compete for funding under the PSHP must also propose to leverage and utilize funding generated or awarded by the following leveraging sources: (1) 9% Low Income Housing Tax Credits and/or Governor’s Homeless Initiative, or (2), MHP Supportive Housing Program of the California Department of Housing and Community Development, combined with 4% Low Income Housing Tax Credits and tax-exempt bonds, or (3) U.S. Department of Housing and Urban Development Section 811 Supportive Housing Program for Persons with Disabilities. Applicant may substitute fully committed funds for an amount equal to or greater than the amount that would have been received from a foregone State leveraging source. A bidder’s conference has been scheduled for 11:00 A.M., Wednesday, November 21, 2007 at the Offices of Los Angeles Community Development Department, 1200 West 7th Street, fourth floor, Conference Room A. A complete original application including two (2) copies, plus three (3) sets of leveraging source application must be delivered by hand or sent via U.S. mail to one the following addresses:
Applications sent by mail or delivered by hand shall be accepted only at the locations specified above. Applications delivered at or mailed to locations other than the above shall not be considered for funding. Applications under the amended NOFA will be accepted from November 13, 2007 until such time that LAHD has received what is determined to be a sufficient number of applications to reasonably use all funds currently available. However, for those projects that are applying under 9% Low Income Housing Tax Credits in March 2008, the tentative final date for submitting applications will be Monday, December 3, 2007. A Bidders Conference has been scheduled for 11:00 A.M., Wednesday, November 21, 2007 at the Offices of Los Angeles Community Development Department, 1200 West 7th Street, fourth floor, Conference Room A. It is estimated by LAHD that the total amount of capital funding available for this round will be $19.2 million, in addition to $7.4 million LA-DWP funding available for products, services and rebates on water conservation and electric energy efficiency measures. Moreover, $8.0 million will be available if provided by CRA-LA to the extent that applicant projects qualify for CRA-LA funds available through PSHP.
