According to the Urban Mobility Report, the Los Angeles area
experiences the worst traffic congestion in the country. Los Angeles has
unfortunately held this distinction for more than two decades. For the
year 2003, researchers calculated that the average motorist experienced
93 hours of delay during the peak travel periods.
While traffic congestion may never be eliminated, existing congestion
can be lessened in some instances. Additional congestion can be
avoided. It is imperative to understand that the causes and cures for
traffic congestion transcend political boundaries. The region's
stakeholders must, and have begun to, act together to provide congestion
relief. Measures of congestion relief include reducing travel times,
improving travel time reliability and increasing viable transportation
choices such as transit, biking and walking.
