The City Administrative Officer's Debt Management Division manages the City's Debt Program (excluding debt managed by the proprietary departments, Housing and Community Development) and recommends the use of fixed-rate debt, variable rate debt, commercial paper, other financial instruments and special projects as approved by the Mayor and City Council.
