"The Emergency Management Department will lead the City of Los Angeles in comprehensive emergency management including: planning and preparedness for, response and recovery from, and mitigation of natural, manmade, and accidental incidents of high consequence.

Through innovative and effective coordination, management and leadership the Emergency Management Department will optimize the City’s capability to preserve life, stabilize & resolve incidents, limit loss, conserve property, and ensure continuity of operations and government.

Through citywide awareness, education and training, the Emergency Management Department will ensure that all of Los Angeles is a prepared Los Angeles.
