Community
Preparedness and Training Division
The
Community Preparedness and Training Division coordinates
many Emergency Operations Organization (EOO) community
outreach and training programs. Division objectives are
to prepare the residents and businesses of Los Angeles
for emergencies and provide City employees emergency management
training.
Throughout
the year, the division works with neighborhood associations,
schools, faith-based organizations and other community groups
to promote Emergency Management. This is accomplished
by participating in fairs, expos and community meetings,
and by distributing preparedness information via the Internet,
and through the publication and distribution of brochures
and other educational material. The division chairs the
Community Preparedness Subcommittee, which provides a forum
where City departments, other governmental and community-based
nonprofit organizations can join with the private sector
and neighborhoods to develop preparedness programs. The
subcommittee meets as needed.
Training
responsibilities include coordination of Citywide Emergency Management training programs and products, including maintenance
of the City Master Plan Training Annex, tracking EOO-funded
training activities and coordinating monthly training courses.
The division chairs the Training Subcommittee, which meets
monthly on the second Tuesday.
A
variety of emergency management courses are available to
City personnel, with related duties through the Emergency
Management Institute (EMI) and the California
Specialized Training Institute (CSTI), click on the CSTI

Operations
Division
The
Operations Division is responsible for ensuring the operational
readiness of the City's Emergency Operations Center (EOC)
and alternate EOCs. This includes coordination of EOC activations,
staffing, training, security access, and the maintenance
of information-management and communications systems for
all EOC and alternate EOC facilities and Department Operations
Centers (DOCs).
The EOC
operates in accordance with the State of California Standardized
Emergency Management System (SEMS). The EOC can be activated
by the mayor, or at the request of any department general
manager.
The Emergency Management Department is committed to ensuring that the
EOC is always ready, on a moment's notice, to meet the public
safety needs of the people of Los Angeles.
Planning
Division

The Planning
Division has the following Citywide emergency operational
planning and readiness responsibilities.
- Revision
and distribution of the Emergency Operations Master Plan
and Master Plan Procedures and Annexes.
- Update
and dissemination of guidelines for the emergency response
and recovery plans prepared by City departments.
- Review
and testing departmental emergency plans to ensure City
departments and their employees are ready to fulfill their
respective emergency missions.
- Preparing
the General Manager's annual report on the state of the
City's Emergency Management for review by the Emergency
Operations Board, Mayor and City Council.
- Assisting
EOO Divisions and City Departments with emergency planning
issues as Chair of the EMC Planning and Recovery and Reconstruction
Subcommittees.
- Monitoring
federal, state and local government emergency plans.

Administrative
Services Division
The
Administrative Services devision has the following administrative
responsibilities.
- Developing,
preparing and administering the annual Emergency Operations
Fund (EOF) and EMD budgets.
- Functionally
supervising the development and completion of written departmental
work products.
- Assisting
EMD management in addressing labor relations issues, resolving
personnel matters and maintaining oversight of accounting
and timekeeping functions.
- Coordinating
local and international Partners in Preparedness program.
- Liaison
with county, state, federal and local non-profit agencies.

- Coordinating
Citywide Emergency Management grants.
- Providing
staff support for the Emergency Operations Board and Emergency
Management Committee.
