The City's Environmental Affairs Department seeks to protect and enhance the environmental quality of life for residents, communities, workers, and visitors in the City by: recommending environmental policies and programs to the Mayor and City Council; implementing and coordinating Citywide environmental initiatives; securing and assisting others in securing resources for the implementation of environmental initiatives; facilitating public education; providing assistance to businesses; responding to requests for information on environmental issues; and ensuring that solid waste facilities in the City are operated in a manner that protects the public health, safety, and environment.

Detrich (Dee) Brown Allen is an accomplished environmental professional with over twenty years of committed public service to the City of Los Angeles. As General Manager, Ms. Allen provides leadership on environmental issues for the City of Los Angeles, in particular, development of the Citys Climate Change and Sustainability Programs.

Her responsibilities include managing the Citys Local Enforcement Agency that is responsible for regulatory permitting, inspecting, and enforcement of all landfills and solid waste facilities in Los Angeles City; implementing the Los Angeles Brownfields Initiative to redevelop under-utilized and contaminated properties for economic, residential, and green space uses; assisting City departments and businesses in developing cost-effective strategies for regulatory compliance with federal, state, and local air and water quality rules and regulations; and administering the Citys Mobile source Air Pollution Trust Fund to promote projects that reduce mobile source air pollution emissions.

Beth Jines is the Assistant General Manager of the City of Los Angeles' Environmental Affairs De partment. The Environmental Affairs Department is responsible for the development of environmental policy for Los Angeles and implementation of Los Angeles' Climate Change, Sustainability and Enforcement programs. Prior to joining the City of Los Angeles, Beth held a number of positions in Cal/EPA programs, including Chief Deputy Director of the State Water Board, Assistant Secretary for Water and Waste Management at Cal/EPA and manager of cleanup of the Stringfellow Superfund Site.
