CARL MOYER PROGRAM

The Carl Moyer Memorial Air Quality Standards Attainment Program was created by the California State Legislature in 1998. The program's aim is to encourage the use of alternative fuel vehicles. Each year the California Air Resources Board (CARB) disburses money to the South Coast Air Quality Management District (SCAQMD), which is in charge of administering Carl Moyer funds in the Southern California area.

Funds can be used to help purchase new vehicles or new engines and for repowers for certain vehicles. New vehicles and equipment are required to achieve a surplus reduction of NOx and particulate emissions compared to current emission standards.  Alternative fuel engines are usually given funding preference. Vehicles and equipment funded must have a minimum project life of at least 3 years, and 80 percent of their use must be within the South Coast Air Basin.

California Assembly Bill (AB) 1390 (Firebaugh) was approved and signed into law. (Chapter 763 of the Statutes of 2001).  AB1390 requires that at least half of Carl Moyer funds be allocated in communities that bear the heaviest burden of poor air quality.  This often includes low-income and/or minority communities, as they often suffer from disproportionately high pollution levels.

MSRC GRANT PROGRAM    

In 1990, California AB 2766 (Sher) was signed into law (Chapter 1705 of the Statutes of 1990) (Health & Safety Code Sections: 44220 - 44247) authorizing the imposition of a motor vehicle registration fee to fund the implementation of programs to reduce air pollution from motor vehicles in non-attainment regions of California (areas with air pollution levels that exceed allowable levels), including the South Coast Air Basin.

AB 2766 outlined how funds were to be distributed by air districts such as the SCAQMD. Thirty cents of every dollar is to be used by the SCAQMD for programs to reduce air pollution from motor vehicles and to carry out planning, monitoring, enforcement and technical studies; forty cents of every dollar is to be distributed by the SCAQMD to cities and counties located in the South Coast District to be used to reduce motor vehicle air pollution; and, thirty cents of every dollar is to be deposited by the SCAQMD in a discretionary account to be used to implement or monitor programs to reduce motor vehicle air pollution.

This discretionary account is handled by the Mobile Source Air Pollution Reduction Review Committee (MSRC). AB 2766 called for the creation of the MSRC, which develops a Work Program for evaluating programs, evaluates these programs, and makes a final recommendation to the SCAQMD Governing Board as to which programs and/or projects would be funded. The legislation also created the Technical Advisory Committee (TAC) to assist and advise the Mobile Source Air Pollution Reduction Review Committee.  The City of Los Angeles is represented on the TAC by the Environmental Affairs Department.  

Since its founding, the MSRC has allocated over $107 million towards the implementation of projects that reduce emissions from mobile sources.

Moyer Grants:

  • Grant to General Services Dept. for 25 CNG street sweepers and the Bureau of Sanitation for 50 LNG refuse collection vehicles.

  • Grant to Bureau of Sanitation for 41 diesel emission controls systems to clean up existing vehicles.

  • Grant to Los Angeles World Airports for 6 CNG articulated buses.

  • Grant to General Services Dept. for 25 CNG street sweepers.

  • Local government match for 5 DOT DASH buses and one sweeper for Los Angeles World Airports

  • 2 Grants to the General Services Department to purchase 510 particulate traps to be installed on refuse collection vehicles (385 and 125, respectively) 

AQMD Grant:

  • ZEV Incentive program grant received to offset the lease of alternative fuel vehicles.

  • Grant to the Bureau of Sanitation to obtain 125 dual-fuel LNG refuse collection vehicles

  • Grant to the Department of Transportation to obtain  41 propane-powered DASH shuttle buses

  • Grant to Los Angeles World Airports to obtain 12 LNG shuttle buses and one CNG street sweeper
