Child Care - Open Child Care Business

LOS ANGELES CITY FIRE DEPARTMET: Requirements for Child Care Centers.

CERTIFICATE OF OCCUPANCY: TITLE 24 SEC. 308 a,d,c
Required for nonresidential building used for day care purposes for more than 6 children. Contact Building and Safety. Required for any residential building used for day care purposes for more than 12 children. Contact Building and Safety.

FIRE PERMIT: LAMC 57.111.03
A permit is required from the Fire Department if the site capsity is 13 or more children. The initial fee for a Fire Permit is $170.00 as of November 1994. Fee may be subject to change. Applications for a Fire Permit may be made at the City Clerk’s Office.

FIRE ALARM SYSTEM DEVICE: TITLE 24 SEC. 809
A Fire Alarm Device is required at all times in occupancies with less than 50 persons. Such devices shall be attached to the structure and readily accessible. Every group with 50 or more persons must have an approved fire alarm system. A permit from building and safety and approval from the Fire department is required for installation of a fire alarm system.

SMOKE DETECTORS: TITLE 24 SEC. 809 b,
Smoke detectors are mandatory in rooms or areas that are used for sleeping purposes.

FIRE DRILL RECORDS: TITLE 19 SEC. 3.13

Conduct a fire drill at least once each month. A written record shall be maintained stating time and date and any significant information. This record shall be presented to the fire Inspector upon request.

SPRINKLERS OR EXIT DIRECTLY OUTSIDE: TITLE 24 802c
All facilities must have at least two exits, or exit passageways which exits directly to the outside. In the buildings equipped with an automatic sprinkler system, throughout, rooms used for kindergarten, first and second grades, or for (school age) day care purposes may be located on the second story, provided there are at least two exits directly to the exterior for exclusive use of occupants.

EXTINGUISHERS: LAMC 57.140.10
Minimum size fire extinguisher is2A 10BC. Maximum travel to the nearest extinguisher shall not exceed 75’.

EXITS: TITLE 24 SEC. 3304
Two exits are required 32”X6’8 clear width. Both exits shall be openable from the inside without the use of a key or any special knowledge or effort. Both exits must be of one operation type and have a maximum of one locking device per door. Exit doors in facilities having an occupant load of 50 or more shall not be provided with a latch or lock unless it is panic hardware.

EMERGENCY EXIT PLAN: TITLE 19 SEC.3.13c
Day Care Centers shall provide an emergency plan which shall be posted in the main office area and adjacent to each exit in every room. The Emergency Exit Plan shall include a drawing of the facility, the location of all portable fire extinguishers, fire alarm pull stations, annunciator panels, stairways, regular exits, and shut-offs for water, gas and electricity. Evacuation routing should point occupants to a good safe refuge area.

DECORATIVE MATERIALS/DRAPES: TITLE 19 SEC. 3.08
Decorative materials/drapes shall be of fire resistive quality.
