Council District 5 spans the hillsides to include parts of the San Fernando Valley and West Los Angeles. The district's communities include Encino, Sherman Oaks, Valley Village, and Palms, Westwood, Century City, Beverlywood, the Fairfax District, Cheviot Hills and Carthay Circle, as well as the hillside communities between the 405 Freeway and Laurel Canyon.

According to the most recent census, the district population was 258,748 with voter registration approximately 62 percent, among the highest in the City. According to census categories, the district population is 10% Asian, 3% Black non-Hispanic, 8% Hispanic/Latino, 74% White non-Hispanic, and 4% mixed race. The district includes many thriving residential neighborhoods, with approximately 46% homeowners and 54% renters.
