A Word From Eric
As the calendar turns to fall, the new season brings both reflection and anticipation. The last two months have been a whirl-wind of activity, from my time serving with the Navy Reserve to the incredibly moving September 11th Remembrance Ceremony that I attended with Mayor Villaraigosa, Governor Schwarzenegger, and other dignitaries at the Frank Hotchkin Memorial Training Center in Echo Park.

These past few weeks have also witnessed the settlement on the final piece of the puzzle for the up-coming Hollywood and Vine development. Hollywood's renaissance promises great things in the future for the world's most famous neighborhood, and this agreement ensures that those individuals and businesses that stuck by Hollywood in its darkest days will be able to participate in this revitalization. When speaking about the turn-around in Hollywood, I would be remiss if I did not mention Gateways Housing, which provides permanent supportive housing and services to homeless individuals in the area. Earlier this month, Gateways was award the Southern-California Association of Non-Profit Housing's (SCANPH) project of the year title. Way to go Gateways!

City Hall has been full of activity. My colleagues and I were honored to welcome Martin Luther King III to chambers. King came to spread the word about his "Realizing the Dream" Foundation, committed to fighting poverty and economic justice in America.
Additionally, the city recently approved an expedited plan check process for developers whose buildings meet a certain level of environmental efficiency. Environmentally sound living is an important attribute to sustaining Los Angeles and ensuring that the city that our city will be preserved for our posterity.
Finally, I would like to end by noting that October 1st marked the beginning of Domestic Violence Awareness Month. I was joined by City Attorney Rocky Delgadillo, NBC-4 reporter Colleen Williams, and others in honoring the city's Domestic Abuse Response Teams (DART). We must continue to work to provide options to those who are living in dangerous households. More information is available at the LAPD's Domestic Violence Website.

How many of the LA Weekly's "Best of" entries can be found in the 13th District? Twenty-two, including Dusty's, the Bicycle Kitchen, the reborn Bellevue Park, and the corner of Hollywood and El Centro.
AROUND THE DISTRICT
At the heart of my office's efforts to revitalize the 13th District have been the community partners that have dedicated themselves to improving the quality of life in their neighborhoods. The relationship between the council office and the community is critical to the work that we hope to achieve—and that is why I have assembled several print-ready "How To" Pamphlets, which you can download and will assist you in installing speed humps, knowing the municipal code, and reporting graffiti and bulky items.

Atwater Village
Here's a short taste of some of our recent and ongoing work in the neighborhood:
- At Chevy Chase Park and by the Red Car River Park, we've found funds to raise the wattage on the lights and install security cameras that will be monitored by the LAPD. These cameras have been very successful at preventing crime elsewhere in CD13 and throughout the city.
- My office is assisting the nascent Fletcher Drive Business Watch by producing new Business Watch District signage, complete with LA Municipal Code citations.
- You may have already seen the recently completed lighting improvements in South Atwater Village, not to mention the long-awaited Glendale Boulevard streetscape project

Glassell Park
 Opening of the Glassell Park CD13 Satellite Field Office - stop on by! | As you might remember, last year my office partnered with community members and Public Storage to open the new Glassell Park Community and Senior Center near Glassell Park. Since that time, my office has been working to establish a satellite field office in the community center, and I am now pleased to announce that the CD13 Glassell Park Field Office is open for business. Come on by and check it out!
There has been much more going on in Glassell Park—from the mixed use development at 3901 Eagle Rock Blvd. to the Central Region Glassell Park Early Childhood Education Center at the intersection of Carlyle, Ave. 30, and Verdugo. Hollywood
In case you missed it, the LA Times recently ran a story entitled "Hollywood Learns There's No Place Like Home," about how many businesses in the entertainment industry are keeping Hollywood as their base of operations. We work hard to keep Hollywood's magic by facilitating development and promoting entertainment while making sure that quality-0of-life concerns are address straightaway. But we also benefit from the unique attraction Hollywood exerts on people from all over the world for years. I was lucky enough to partake in some of the events that demonstrate just how magnetic the neighborhood is: Little Armenia, which is home to the largest population of Armenians outside of the native country, sponsored a neighborhood clean-up on a recent crisp Saturday morning. A few weeks later, I came to Thai Town (which has the biggest population of Thai-Americans in the country) to participate in the 14th Annual Thai Cultural Day.
Much, much more has been happening in Hollywood—from the installation of security cameras to traffic relief measures to the development of new permanent supportive housing. Read all about it at my What's CD13 Doing in Hollywood? blog.
Historic Filipinotown

The Environmental Affairs Department is working with the US Environmental Protection Agency to clean-up Rockwood Park, whose brownfields have been a source of environmental degradation and community blight for generations.
The Rockwood Park clean-up is just one of many of the community beautification projects going on in the neighborhood. Others include traffic and pedestrian safety improvements in front of Rosemont Elementary, and the soon-to-be-dedicated Filipino WWII Veterans Memorial.
Elysian Valley
Elysian Valley United (EVU)'s hard work and success has been rewarded with a $15,000 grant provided by the Vons Foundation. The funds will go towards helping to establish and expand a literacy program at EVU's neighborhood library.
Another inspiring program put together by the folks at EVU is KEVU, the Elysian Valley United Community Radio Station. Broadcast over the internet, KEVU gives this local community a voice that can be heard the world over. The programs are written, produced, and recorded by Elysian Valley youth and community members, and gives many local high school students a once in a lifetime hands on learning experience.  Breaking in the new KEVU Radio Station with an interview by Maritza Mesa and Teresa Herrera Echo Park
Echo Park is one of the most talked-about neighborhoods of the summer. This tight-knit community was the setting of the movie Quinceañera (check out a guest blog review of the movie by my deputy Josh Kamensky), and will soon be host to its very own network television show produced by Jennifer Lopez. And while the media has been buzzing about Echo Park, my office has been working to ensure that the neighborhood reality matches (or outlives) the hype.
The Echo Park Lake Boathouse is in the middle of a major renovation that will restore its structural stability, add an ADA accessible ramp, and replace the dock decking. A little further down the street, you may have noticed that the Glendale Corridor project has been completed, with a left-turn arrow installed at Alvarado and Sunset and the placement of a signal at Aaron. East Hollywood
 Breaking ground at Lexington Park II - our 18th! | I was joined by representatives from the Santa Monica/Western Residents Group at the Lexington Park II Ground Breaking, a pocket park that will complement Lexington Park I down the street. When completed, it will be the 18th new park opened in CD13 since I took office in 2001. I vowed to double the 13 parks we had when I started by the end of my first term, but why stop there?
This groundbreaking is only the beginning of all the improvements that we have been making in East Hollywood. Congressman Xavier Becerra has found $155,000 in federal funds to improve traffic conditions around the Santa Monica and Western intersection. This is just one of the many improvements being made in the area.
Silver Lake
 The Lion and the Lotus | Not that there was any doubt, but NPR's Day to Day Magazine confirmed what we al have known for years - that Council District 13 has the best ice cream in the world. Scoops in Silver Lake was one of the areas featured by NPR reporter Amy Walters in her CD13 centered ice cream expose.
I was honored to attend the unveiling of the Lion and the Lotus, a new mural that adorns the outer wall of Thomas Starr King Middle School. Located just over the CD13-CD4 district boundary, the mural was made possible by the combined efforts of the folks at King Middle School, the artists' collective known as the Silver Lakers, and, of course, my colleague Tom LaBonge.
