Neighborhood Empowerment

It is my goal to empower neighborhoods, to build the capacity of grassroots leaders to advocate for the betterment of their communities. Government can only do so much by itself. To really succeed, our city needs residents and government working together. We need a comprehensive system of neighborhood councils with real powers to affect policies in the city. We also need to make sure that no neighborhood goes untouched or unnoticed by government, that we train a new generation of leaders in civic advocacy.

Councilmember Garcetti is committed to a strong, vibrant, and representative system of neighborhood councils. He believes that neighborhood councils (map) should form a new level of government based in our communities, a check on an over-concentration of power at City Hall.

In order to reach out to traditionally-underserved areas of the district, Councilmember Eric Garcetti also launched the CD13 Neighborhood Leadership Institute, which trains neighborhood leaders about community organizing and government. A team of full-time organizers works with social, religious and civic groups to train community leaders in the neighborhoods of Council District 13.
