AFFORDABLE HOUSING AND TENANTS’ RIGHTS
Affordable Housing and the rights of renters are under siege
in Southern California. Renters make up 58 percent of this
district’s population, but high-end development, skyrocketing
property values, and unfair laws are punishing them and targeting
them for extinction.
We need to take action to save rental property and affordable
housing, or we will lose one of the things that make this
district so special: its diversity. We need to:
- Amend the Ellis Act: I am working
with state lawmakers to try to amend this state law, which
gives developers and landlords a series of legal loopholes
to unjustly evict tenants.
- Protect rent control. Renters have
a right not to be forced out of their homes by unreasonable
rent increases. I will work to protect LA’s rent stabilization
law.
- Protect people from unfair evictions.
Landlords should not be able to evict tenants for any or no
reason – only if they are violating a legal lease or
failing to pay rent.
- Stop condo conversions. With housing
prices exploding, LA is losing thousands of affordable rental
units every year to condo conversions. I will fight to protect
our dwindling supply of affordable housing.
- Expand Relocation Packages. I am
exploring legislation to increase the amount of relocation
money landlords are required to pay evicted tenants.
- Insist on interest on security deposits.
Landlords who hold security deposits, or first and last months
rent, often for years, should pay a fair interest rate on
the funds when they are returned to renters.
- Crack down on slumlords. I will support
vigorous enforcement of health and safety codes and the criminal
prosecution of slumlords who repeatedly ignore repair orders.
Early intervention in buildings with maintenance problems
is necessary to protect our families.
- Build More Affordable Housing: We
need to build more affordable housing throughout the City.
I will insist on affordable housing components in all major
developments in the 11th District, and I will work with local
developers and non-profit development organizations to find
ways to build and rehabilitate more affordable housing in
the district.
