One of my key campaign promises was that I would form an
“Empowerment Congress” to bring together the genius,
the energy, and the commitment of our neighborhood leaders.
The CD11 Empowerment Congress will be a representative body
composed of the “best and brightest” of CD11.
It will serve multiple purposes:
1. To serve as a collection of "think tanks"
for policy development on key issues facing CD11 and Los Angeles.
2. To serve as “people’s lobby”
on key issues.
3. To serve as a forum for leadership networking
between CD11’s neighborhoods and among residents with
different interests, backgrounds and talent.
The Empowerment Congress will have two components:
The Empowerment Congress GENERAL ASSEMBLY will be comprised
of as many as 300 people throughout CD11, including representatives
from neighborhood councils, chambers of commerce, community
organizations, environmental groups, etc.
- A goal for the membership is to represent the diversity
of CD11 and include proper geographic, gender, racial, socioeconomic
balance (e.g., homeowner v. renter).
- The General Assembly will meet at least twice yearly.
- General Assembly meetings may focus on ratifying, prioritizing,
or sharing information about the work and recommendations
of the various committees and task forces.
- General Assembly meetings may also include opportunities
for discussion and debate of other issues not covered by
committee work, or of pending issues of citywide significance.
- The General Assembly will be composed of Committees or
Task Forces that will meet regularly and frequently throughout
the year.
- Members will be appointed by the councilman.
The Empowerment Congress COMMITTEES and TASK
FORCES will focus on special issues or areas of policy
(public safety, development/environment, renter’s rights,
education, etc).
- They will work on and develop policy proposals and recommendations
for the councilman.
- They will recommend priority projects in their subject
areas.
- They will serve as technical and senior advisors to the
councilman on the areas of expertise.
- They will testify and lobby on behalf of policy proposals
before relevant agencies and commissions.
- The council office will arrange for relevant city officials
or policy experts to work with the committees.
- Each Committee or Task Force will have at least one liaison
on the council staff
- Membership will be determined by the councilman. Empowerment
Congress applications ask about areas of interest and expertise
to determine committee assignments.
