CDD Assistant General Manager
David Esparza

David Esparza is relatively new to the City of Los Angeles, having joined the Executive Management Team of the Community Development Department in March of 2006. Although new to the City of Los Angeles, he brings extensive experience in budgeting, public finance, operational management, and public policy analysis. As a member of the CDD Executive Management Team, Mr. Esparza is the Assistant General Manager with primary responsibility for and oversight of all department administrative functions and divisions, including contracts, finance and payroll, management information systems, and human resources.

Mr. Esparza comes to the City of Los Angeles from the City and County of San Francisco (CCSF). During his almost eight years with the CCSF, Mr. Esparza held positions as the Assistant Director of Finance for the City and County of San Francisco, the Chief Financial Officer of the San Francisco Housing Authority, and Director of Management, Budget and Analysis for the San Francisco Public Transportation Department. As the Assistant Director of Finance, appointed by Mayor Willie L. Brown, Jr., Mr. Esparza also had direct fiscal and policy oversight of all City and County public safety departments, including police, fire, adult and juvenile probation, district attorney and public defender offices, and the emergency communications center. As the Chief Financial Officer of the San Francisco Housing Authority, Mr. Esparza was able to significantly improve the department's operational and financial management and standing with the U.S. Department of Housing and Urban Development.

Before being recruited to the CCSF, Mr. Esparza was employed by the Office of the Legislative Analyst in Sacramento for five years and owned a private consulting firm for two years, which provided analytical support and strategic planning services to legislative advocates, policymakers, professional associations, and business. Before attending graduate school at the University of California, Mr. Esparza was a police officer for the City of San Jose, CA.

Mr. Esparza has received Bachelor of Arts and Master of Public Administration degrees from San Jose State University and a Master of Public Policy degree from the University of California at Berkeley.
