FAMILY DEVELOPMENT NETWORK (FDN) PROGRAM, SAN FERNANDO VALLEY

The Community Development Department, Human Services and Family Development Division, serves as the administrative entity for the Family Development Network (FDN) program and for this RFP. The City is currently evaluating the costs, structure and effectiveness of many service programs, including the FDN program. It is anticipated that the evaluation will result in some changes to the FDN program. In the interim, because funding is limited to organizations that can be qualified under the CBDO regulations, three (3) Lead Agencies for 12 current FDNs will not be eligible to receive funding beginning April 1, 2008.
This RFP is intended to solicit qualified organizations to operate the three (3) FDNs on an interim basis. All three FDNs will be located in the San Fernando Valley. Because the FDN program is allocated “CBDO” funding means that only organizations meeting certain criteria contained in the CDBG/CBDO regulations may be a Lead Agency for the FDN program. A list of the organizations eligible to submit applications under this RFP is provided as Attachment A.
