Introduction

The Solid Resources Processing and Construction Division (SRPCD) began as an organization that operated and maintained the City's solid waste landfills. When its primary function of refuse disposal ceased, SRPCD core activities evolved and now include the final capping of inactive landfills to allow potential beneficial reuse of the sites, yard trimming processing, transfer station operation, continued maintenance of several landfills, and construction services outreach to other City agencies. The division is divided into two groups with distinctly different but complimentary responsibilities: the Technical Support Group and the Operations Group.

    We are a division of 170 people consisting of environmental engineers, industrial waste inspectors, gardeners, heavy- duty equipment operators, maintenance laborers and administration specialists.

    • REGULATORY AGENCIES

  • California Integrated Waste Management Board (CIWMB). This agency is concerned with the permitting, operation, and maintenance of solid waste facilities. For landfills in particular, they are concerned with site safety such as landfill gas migration, litter control, and drainage of surface storm water from the site.


  • Environmental Affairs Department (EAD). This agency represents the CIWMB as the Local Enforcement Agency (LEA). They are the local representatives of the CIWMB for the Los Angeles area.


  • Regional Water Quality Control Board (RWQCB) - Los Angeles Region. This agency is concerned with water quality, which includes groundwater and stormwater pollution protection.


  • South Coast Air Quality Management District (SCAQMD). This agency is concerned with air quality, namely the release of toxic or harmful gas into the atmosphere. Methane gas is the chief indicator of potential air pollution from the landfills.

  • 2001 - Project of the Year Award, the United States Environmental Protection Agency for the Landfill Methane Outreach Program.
