Construction Projects

Primary Battery C Modifications

Primary Battery C (PBC) was designed in 1948 and constructed soon after. PBC is now being refurbished and modernized under the PBC Modifications Project. The project includes:

• new interior concrete columns and top deck
• new stainless steel effluent launders
• influent and effluent channel improvements
• replacing sludge collection system
• replacing primary sludge pumps
• replacing instruments
• integrating these instruments into the distributed control system
• new aluminum covers to fit the reconfigured maintenance access areas in the tank’s top deck

Upon the completion of this project, all four primary batteries will have been refurbished and modernized (Primary Battery D, the newest of all four batteries put in service in 1991, did not undergo structural modifications but the covers were replaced).

Project Scope:

The aluminum covers prevent odor causing fugitive emissions escaping from the primary battery tanks. Because of HTP’s location near the City of El Segundo’s residential areas, odor control is one of the major concerns of the Mitigation Monitoring Program between the City of Los Angles and the City of El Segundo. The covers must be tight fitting, well gasketted, capable of carrying loads without significant deflection, and must be relatively easy to remove and handle for maintenance. Covers that lack these characteristics are often the cause of fugitive emissions and resulting odors. Commercially available designs in the marketplace range in quality and can vary widely in leakage, durability, and ease of use.

Sludge collection equipment moves sludge along the floor of the three hundred-foot long primary tanks to the sludge hoppers before being pumped out of the tank. The sludge collection equipment is comprised of chains, sprockets, pulleys, and flights. Flights moving along the floor of the tank convey the sludge. A pair of chains moves these flights in each of the tanks.

Centrifugal sludge pumps move sludge from the primary tanks to digesters for further processing of the sludge. While pumping primary sludge, these pumps encounter grit and sand. Pumping sand and grit wears quickly on the mechanical parts of most pumps. Only pumps that are made of very hard metal alloys can give an acceptable service life. Centrifugal sludge pumps are critical to the operation of the primary tanks.
