CORRECT REPORTING AND ANALYSES are mandated by the U.S. EPA Clean Water Act in the NPDES permits for each of the City's treatment plants. The Legal Reporting Unit of the Environmental Monitoring Division is responsible for overseeing the preparation of all legally required monthly, quarterly, semiannual and annual reports to regulatory agencies such as the Environmental Protection Agency (EPA), the Los Angeles Regional Water Quality Control Board (LARWQCB), and the South Coast Air Quality Management District (SCAQMD). Legally required reports include 52 weekly, 144 monthly, 44 quarterly, 16 semiannual and 6 annual National Pollutant Elimination System (NPDES) reports, all of which address the environmental effects of wastewater discharge from the City's four wastewater treatment plants, and air quality reports for the Hyperion Treatment Plant (HTP). EMD ensures that all its data meet QA/QC requirements and are defensible in court, checks NPDES limits for compliance, prepares NPDES/Discharge Monitoring Reports (DMRs), and submits the reports within legally mandated deadlines.
