Background: The City’s Brownfields Revitalization Program provides assistance to a wide range of individual development sites throughout the City of Los Angeles. The Brownfields Site Assistance Work Program, under the direction of the Brownfields Executive Team, is carried out by the Brownfields Resource Team, consisting of senior staff from the Environmental Affairs Department, the Community Redevelopment Agency, the Community Development Department, the Mayor’s Office of Economic Development, and the Chief Legislative Analyst’s office. Additional staff assistance is provided by the U.S. EPA and the Army Corps of Engineers. Program assistance falls under six primary categories: On-Call Technical Assistance; Exploratory Site Assessments; Major Economic Development Sites; Special Purpose Capacity-Building Sites; Brownfields Demonstration Sites and Showcase Community Matching Fund Sites; and Showcase Community Matching Fund Sites. 

The purpose of the Brownfields Demonstration Sites category is to demonstrate multiple brownfields strategies and approaches at complex development sites with significant economic potential. The FY01 demonstration site may actually consist of multiple sites with the overarching goal of developing, implementing and evaluating Polanco Act approaches.

Wilmington Industrial Park

The site is located on 232 acres of land in the Wilmington community situated just north of the East Basin of the Los Angeles Harbor (at the intersection of E. Anaheim Street and Alameda Street, Wilmington 90744). This site has long been characterized by physical and economic blight due to: (1) oil extraction activities, (2) an incompatible and unhealthy mix of industrial buildings, residential dwellings, and a legacy of oil extraction, including abandoned equipment and rusting storage tanks, (3) automobile junk-yards, (4) boat construction and storage yards, (5) unimproved streets and alleyways, and (5) debris strewn over vacant land. 

An existing redevelopment process has made infrastructure improvements possible and has enabled the completion of nearly 30 new developments. The City has undertaken and nearly completed the following activities: (1) mapping of oil wells and utility lines and creation of an electronic database to centralize parcel information; (2) initial geotechnical studies to identify the scope and costs of necessary remediation given present soil conditions; (3) economic development and marketing studies to identify industrial uses appropriate for the area and to propose innovative methods to attract developer interests; (4) retention of an environmental legal consultant to identify methods to recover costs incurred to assess, remedy and/or oversee toxic remediation caused by others; and (5) provision of civil engineering and expedited assistance for street and alley vacations to create larger parcels.
