Notice of Intent (NOI) Submittal:

Certain businesses in the City of Los Angeles are allowed to discharge stormwater under a State-wide general stormwater permit.  These businesses are identified by site-specific Standard Industrial Codes (SICs), as listed in the permit.   To be covered by the permit, qualifying businesses must file a "Notice of Intent" and pay an application and annual fee directly to the State Water Resources Control Board (SWRCB), as listed above.  For example, Notice of Intent (NOI) businesses have SICs that identify them as auto wrecking yards, transportation maintenance yards, manufacturing facilities of various types, etc. NOI businesses must maintain and implement an onsite Stormwater Pollution Prevention Plan and a Monitoring/Sampling Plan.

NOI Annual Monitoring Report/Notice of Termination (NOT)/Inspections:

NOI businesses, as described above, must submit an annual monitoring report to the Los Angeles Regional Water Quality Control Board (LARWQCB).  If a NOI business moves or terminates business, the business must submit a Notice of Termination (NOT) to the LARWQCB.  The LARWQCB will verify, via inspection, whether the NOT information is correct.  General NOI compliance inspections may also be performed by the LARWQCB.

National Pollutant Discharge Elimination System (NPDES) Permit/Waste Discharge Requirements:

The LARWQCB administers facility-specific NPDES permits and/or WDR's.   Facility specific permits and/or discharge requirements are given to businesses that are not covered by the NOI process, but individually discharge significant amounts of wastewater or waste to the storm drain, local waterway, or land, as applicable.  For further explanations and information contact the local water board, NPDES section.

Stormwater Best Management Practices and Stormwater Inspections:

The City of Los Angeles and several other local municipalities are co-permittees under a regional stormwater pollution control permit that was granted by the State.   As a co-permittee, the City of L.A.'s goal is to help prevent and/or control stormwater pollution originating within the City.  The City's Watershed Protection Division (WPD) was established to help accomplish this goal.  Public education, site visits, as well as, enforcement of a local "stormwater ordinance," are primary measures used to encourage local businesses to adequately control or prevent stormwater pollution.  For example, WPD inspectors will visit targeted industries such as restaurants, gas stations, auto repair businesses, etc. Targeted businesses are encouraged to implement Stormwater Best Management Practices (BMPs).  BMPs are those practices that best prevent or control pollution, before the pollution is released to the stormdrain system.  Further information on BMPs and implementation requirements can be obtained by contacting the Watershed Protection Division, as listed above. 

The City's WPD also serves as a local enforcement arm of the LARWQCB and the SWRCB.  Accordingly, WPD inspectors may make referrals to the LARWQCB or SWRCB, in the event that violations of the Porter-Cologne Water Quality Act (stormwater pollution discharges) are observed or in the event that potential or noncompliant NOI businesses, as described above, are observed.
