Rivers and Mountains Conservancy Community Outreach Specialist The San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) is an independent State agency within the Resources Agency of the State of California. State law established the RMC in 1999 (Chapters 788 and 789, Statutes of 1999). Its jurisdiction includes the San Gabriel River Watershed and its tributaries, the Lower Los Angeles River Watershed and its tributaries, and the San Gabriel Mountains, Puente Hills, and San Jose Hills. The RMC was established to preserve open space and habitats in order to: * Improve watersheds within its jurisdiction * Provide for low-impact recreation and educational uses * Restore and protect wildlife and habitat RMC has three program areas that include Urban Lands, River/Parkways and Mountains, Hills and Foothills. The Community Outreach Specialist supports the Deputy Director on building community, stakeholder capacity, watershed and environmental awareness within project service areas that meet the disadvantaged community criteria of a population with more than 30 percent youth and less than 80 percent of the state's median annual income to develop projects that result in new parks, open space, and trails. The RMC works with many partner agencies to carry out work in the territory. A primary partner is the Watershed Conservation Authority (WCA), a joint powers entity of the RMC and the Los Angeles County Flood Control District. Some of the projects may be implemented in cooperation with the WCA and other partner agencies. Further, these positions will be administered through a grant agreement with the Mountains Recreation and Conservation Authority (MRCA). Responsibilities: Under the direction of the Deputy Director the Community Outreach Specialist will perform the following duties: * Assist in all phases of project development. * Build on/or develop community, stakeholder organizations and governmental agency relationships and networks for project development and RMC policy initiatives. * Research and identify target areas in RMC's territory with a focus on outreach to community leaders and organizations to build capacity for potential projects. * Identify available parcel(s) and other project criteria to facilitate project partnerships. * Develop a community outreach and education program for each project area. * Research and assess community needs within the target areas focused on projects which will result in the creation, recreational development or enhancement of open space, trail and habitat enhancements. * Ensure that community outreach work is meeting RMC's visions and goals. * Help maintain databases and any reports required for project tracking. * Prepare, plan and/or facilitate project-related meetings with both community and stakeholders organizations. * Build public awareness and understanding of parks, open space, and trail issues within urban areas. * Build educational capacity around issues of the environment, sustainability, and watershed within the urban areas. Qualifications: * AS or AA (2 year college degree); Bachelors Degree preferred. * Minimum of 2 years organizing experience. * Proficiency with MS Office, especially MS Word, Excel, and PowerPoint. * Experience with mapping or GIS systems a plus. * Ability to gain trust, motivate and spark an interest amongst community organizations, stakeholder organizations, and political offices. * Capacity to explain complex information and issues in a manner that is easy to understand. * Ability to work with people across lines of race, ethnicity, class, gender, sexual orientation and age. * Ability to work collectively and independently. * Strong communication skills, both verbal and written. * Strong Plus if able to communicate and/or understand other languages (i.e. Spanish, Cantonese, Mandarin, etc.).
