The Los Angeles City Council has initiated several important
actions related to
the issue of global climate change.

In November 1997, the City Council pledged to take a leadership role in
increasing energy efficiency, reducing reliance on fossil-fuel based
transportation, and limiting greenhouse gas emissions from municipal
operations. Already a partner in the International
Council for Local Environmental Initiatives' (ICLEI) Cities for Climate
Protection Campaign, the City Council directed the Environmental Affairs Department,
in coordination with the Department of Water & Power and the General
Services Department, to develop a
plan to reduce the City's emissions of greenhouse gases

In May 1999, the City Council
initiated a pilot program to buy "green power" from the
Los Angeles Department of Water and Power (LA DWP) and to offset any incremental
costs by improving the energy efficiency of City buildings. The results of
this pilot program were studied and, in March
2001, the City Council approved the purchase of 10% green power as
recommended by the Commerce, Energy & Natural Resources Committee. Green

The City Council adopted the Energy Climate Action Plan (Energy C.A.P.) in
March of 2001, following recommendations by the Environmental Quality
& Waste Management Committee and the Commerce, Energy & Natural
Resources Committee. This plan fulfills the City Council's November 1997
