ASSOCIATIONS & PARTNERSHIPS
Citizens Unit for Participation (CUP)
The
Citizens Unit for Participation represents the interests of the
people of Los Angeles in advising federal funds for the US Department
of Housing and Urban Development (HUD).
Community Action Board (CAB)
The Community Action Board is an 18-member citizens advisory board to the City Council and Mayor on matters pertaining to the Community Services Block Grant.
Earned Income Tax Credit Campaign (EITC)

California State Employment Development Department (EDD)
State-wide employment development and retention assistance.
Industrial Development Authority (IDA)
The Industrial Development Authority is a City Commission established for the purpose of issuing tax-exempt bond financing to assist the growth of businesses within Los Angeles.
Workforce Investment Board (WIB)
The
Workforce Investment Board supports citizens
and businesses by providing oversight of job training and employment
placement programs for qualified workers and businesses.
WorkSource California
WorkSource
California is a collaborative effort between multiple local
Workforce Investment Areas to better serve our area's employment and training
needs.
OneSource California
A
partner of WorkSource California, OneSource provides Los Angeles'
youth with a variety of programs, including GED &
higher education assistance, and career training & placement.

CDD SERVICE DIVISIONS
The
Community Development Department has more than 300 staff members
at our offices in downtown Los Angeles and throughout the City.
We are dedicated to serving City residents and businesses through
the administration of more than $750 million in grant and city funding.
We look for opportunities to provide assistance to individuals,
nonprofits agencies and businesses that will help them succeed and excel,
thereby improving the quality of life in L.A. for all. Listed below

Economic
Development Division (EDD)
Ninoos Benjamin, Director
EDD
offers over $600 million in direct and indirect financing and
technical assistance programs that promote business growth and
job creation in economically depressed areas of the City.

Human
Services and Family Development Division
Manuel Chavez, Director
Human
Services and Family Development programs provide social and supportive
services to low and moderate income City residents. This division
funds counseling & crisis intervention, child & youth
focused activities, health services, case management, legal aid,
and information & referrals for individuals and families in
need. The Neighborhood Development Group assists nonprofit agencies
in the acquisition, design, renovation and construction of neighborhood
facilities including child care and senior citizen centers, transitional
shelters, libraries, health clinics and youth activity centers.

L.A. Bridges Gang Prevention & Intervention Program

Workforce
Development Division (WDD)
Jaime H. Pacheco-Orozco, Acting Director
The
Workforce Development Division, working in cooperation with the
Workforce investment Board (WIB) oversees Employment
Services offered through CDD's 18 WorkSource Centers and 13
OneSource Centers. WorkSource Centers offer comprehensive employment
services for adults. All programs are free to job seekers but some
programs may require pre-qualification based on income. OneSource
Centers offer programs for young job seekers.
The division also provides targeted economic development and assistance to the City's business community. Targeted business services are carried out in conjunction with the Mayor's Office of Economic Development and LA's Business Team (the Mayor's special division in charge of business growth and retention in the City).
Youth Opportunity Movement (YOM)
Lisa Salazar, Director
The Youth Opportunity Movement promotes L.A. youth achievement by working with families and community partners to create opportunities for youth to reach their education, employment, and personal development goals. In partnership with more than 30 local community-based organizations, YOM is a vocational, educational, career and social support system that emphasizes the talents and capacities of the community's youth. Our program serves young people ages 14 to 24 in the communities of Boyle Heights, Watts and the Pacoima/San Fernando Valley.

The
Computer Systems Division is responsible for department-wide
computer and data systems support .
Financial
Management Division
Mae Abeleda, Director
The
Financial Management Division is responsible for the fiscal management
of the $170 million in state and federal grant funds which are
distributed to approximately 450 contractors.
Human
Resources Division
Michael Bolokowicz, Director
The
Human Resources Division provides CDD's employees
with a full range of services including personnel and human resource
administration, and staff development and training. Affirmative
