Los Angeles Business Assistance Program (LABAP)

LABAP offers free training and technical assistance to business owners seeking to improve their operations and profitability. It also offers training to people wanting to learn how to open and operate their own small business.

MICROENTERPRISE & ENTREPRENEURIAL PROGRAM

Training for entrepreneurs and small business owners includes screening and assessing participants in order to determine business aptitude and level of interest, in addition to the following course work:

  • Financial planning, inventory and cash flow analysis
  • Formulation of a business plan
  • Establishing a business
  • Obtaining a business license
  • Incorporating the business
  • Developing a marketing strategy, including internet sales and international marketing

TARGETED RETAIL PROGRAM

This program focuses on small business merchants who create a business in downtown Los Angeles and Panorama City's emerging commercial areas. The downtown program targets new and existing retail businesses along the Broadway, Spring, and Los Angeles Street corridors, as well as redevelopment areas. In Panorama City, the targeted retail area is Van Nuys Boulevard from Roscoe to Sherman Way.

The Targeted Retail Program also serves retail business owners by providing technical assistance in:

  • Market analysis
  • Space and tenant improvement
  • Financial planning and analysis
  • Developing or refining business plans

Technical assistance is customized for each business' particular needs, but businesses must apply for this assistance. An additional financial planning and analysis component is limited to businesses participating in retail loan programs offered in conjunction with commercial lenders. Federal funding, along with leveraged private capital, may be used to assist retail businesses to locate to downtown's targeted commercial areas. A consultant will assist the business during loan underwriting and negotiation.
