The Civil Liability Management
Branch aggressively defends the City’s
interest in claims and lawsuits. The Branch
also provides proactive advice to City departments
that reduces the risks that often result
in claims. Through various divisions, the
Branch handles civil litigation, workers’ compensation,
collections and risk management.
- Attorneys in the Branch’s Civil
Litigation Division are expert litigators
who defend the City in General Civil
Litigation, Police Litigation, and Police
Employment matters in state, federal
and appellate courts. They also bring
lawsuits on behalf of the City to recover
costs from third parties responsible
for injuries to City employees or property.
- The General Counsel
to the Police Department Division
provides full service legal advice and
representation to the Los Angeles Police
Department and its Commission.
- The Special Litigation
Division handles complex construction
claims, contract disputes and certain
labor matters growing out of the operations
of the City’s service departments
such as Public Works and Parks and Recreation.
- The Workers’ Compensation
Division defends workers’ compensation
lawsuits, investigates fraud and advises
City departments on claims avoidance.
- The Risk Management
Division works with all other divisions
in the Office of the City Attorney to
develop, recommend and help City departments
implement measures that manage risks
and reduce the amount of the City’s
liabilities.
Civil Litigation Appellate Division
The Civil Litigation Appellate Division handles
all appellate and extraordinary writ litigation for the
Liability Management Division. Civil Appeals attorneys
appear before the U.S. Supreme Court, the United States
Court of Appeals for the Ninth Circuit, the California
Supreme Court, California Courts of Appeal, and the local
Appellate Department of Los Angeles Superior Court. The
Division works closely with the City's departments and
commissions to provide information and opinions on civil
liability matters and serves as a resource for other Civil
Litigation divisions of the Office of the City Attorney.
